The agenda below will be fluid. For authors and/or key contributors of these proposals, it would be helpful if you could include a tl;dr / update of your proposal / discussion in the comments so delegates can review them and prepare their questions for the call.
For the ‘ **proposals up for voting** ’, as they have been covered in previous governance calls, they will be covered relatively quickly to see if attendees have any questions. Accordingly, most of the call will be used to cover ‘notable discussions’ on proposals.

So far, we’ve had great support from the community.

The payment schedule is also very clear now, so I can talk about it in the call.
**TL;DR:**
Our proposal outlines the creation of a front-end interface (and back-end) to allow users to submit transactions on Arbitrum during Sequencer outages.
This initiative aims to boost trust (everything will be opensource) and autonomy within the Arbitrum ecosystem, aligning with its decentralization objectives.
The project, set to take approximately 4.25 months for completion, encompasses stages of research, development, design, and extensive testing, with an additional commitment to two years of service and maintenance.
Our ultimate goal is to assure users that this alternative route is effective, alleviating concerns about the sequencer’s failure to process transactions, whether due to censorship or downtime.

[We have updated the Kwenta \<\> Perennial joint proposal.](https://forum.arbitrum.foundation/t/kwenta-x-perennial-arbitrum-onboarding-incentives-updated/22736)
high level updates:
- Full LITPP format
- Ask of 1.9M ARB, down from 4.5M
- Detailed onboarding incentives methodology & model: quest-style incentives, one targeting a broad base of users, one specifically scaling CAC to target the highest value users
- Matt from Stable Lab & LTIPP multisig confirmed to handle accountability, in line with STIP.b requirements
It would be great to push this to snapshot over the next week.
