As part of the Arbitrum DAO Procurement Committee (ADPC) Phase II proposal, the ADPC elected to convert its operational budget from ARB to USDC using the Aera protocol, with Gauntlet serving as the vault Guardian. The proposal requested 954,608 ARB, representing a $414,000 budget with a 20% buffer to account for potential price fluctuations between proposal submission and execution.

Due to a minor oversight, the buffer was converted along with the intended amount, resulting in an excess of $75,090 worth of ARB converted to USDC. After a discussion with the Arbitrum Foundation, a decision was made not to convert the USDC back to ARB. **To be clear, no money was lost at any stage of this process** – rather, more ARB was converted to USDC than initially proposed.

As a result, the MSS will return the USDC equivalent ($75,090 USDC) of the excess budget to the DAO treasury.

Aera is actively working to improve processes to ensure smooth and accurate conversions in the future.

# ADPC Subsidy Fund Update

**Subsidy Allocation Announcement**

We’re pleased to announce the completion of the Security Services Subsidy Fund allocation. The ADPC has distributed USDC 1,911,806 from the total fund of USDC 1,918,000 (99.7%) to support security audits for 22 promising Arbitrum projects.

**Selection Process**

The evaluation process began with 56 applications, which were assessed using the Means Test criteria. We shortlisted 25 projects, with 22 moving forward after 3 withdrew. Projects were then classified into four tiers based on their Means Test scores:

- Tier 1 (Score ≥ 7.5): 70% audit fee subsidy
- Tier 2 (Score 7-7.49): 60% audit fee subsidy
- Tier 3 (Score 6.5-6.99): 55% audit fee subsidy
- Tier 4 (Score ≤ 6.49): 47% audit fee subsidy

All shortlisted projects published their security requirements on the ADPC marketplace, where the 9 whitelisted security providers submitted 152 competitive offers. This transparent process enabled projects to evaluate and select the most suitable service provider. The ADPC maintained oversight to ensure marketplace compliance throughout the process.

**Selected Projects**

We’re proud to announce the following successful applicants (in alphabetical order):

- Arb Staking
- Aspis Protocol
- Bear Protocol
- Cod3x
- Collar Protocol
- D2 Finance
- DAMM Capital
- DIVA Donate
- Gamma Strategies

- Juicebox V4
- Millicent One
- MUX Protocol
- NashPoint
- Nex Protocol
- SatsBridge
- StableUnit
- Takadao
- Umami Finance
- Variational
- Velvet Capital

**Next Steps**

Upon completion of necessary documentation, subsidy payments will be transferred directly to the selected auditing firms.

gm

After reviewing the list of protocols that received a subsidy fund once again, I would like to reiterate the point I previously raised in the public telegram channel regarding the rationale behind the selection of applicants for the subsidy fund.

Considering that when the subsidy fund was proposed, the following was mentioned, with a particular focus on “smaller projects”:

> [@\[Non-constitutional\] Subsidy Fund for Security Services](https://forum.arbitrum.foundation/t/non-constitutional-subsidy-fund-for-security-services/22958/1):
>
> The reason for this approach over a purely quantitative approach is that most projects, especially the smaller ones being targeted within this subsidy program do not possess obvious immediately measurable metrics.
>
> The development of this Means Test aims to provide a structured approach for the ADPC to evaluate applications for financial assistance. This tool is designed to identify applicants who would benefit most from support, ensuring equitable access to subsidies within the Arbitrum Ecosystem, particularly for smaller entities with valuable contributions.
>
> The intent is to allocate subsidies to those most in need, avoiding exploitation by larger players looking for a ‘free lunch/handout’. Such an event could give recipients an unfair advantage over their competitors or be an inefficient use of the DAO’s funds if they do not bring about a net positive change.

As I mentioned previously, I believe that obtaining details about the reasons for approval and the circumstances that led to the rejection of other applicants will be valuable for other projects looking to apply in future subsidy programs, as it helps them understand the evaluation criteria. Secondly, it ensures transparency and a fair process.

Additionally, I have noticed that among the selected projects, the following was included:

> [@Immutablelawyer](#):
>
> Arb Staking

Arb Staking consists of contracts whose audit also received funding [through the proposal for their development, which was approved in August of last year](https://www.tally.xyz/gov/arbitrum/proposal/52793687237294107439411688810483120161857085958258363826553939061522164665920?govId=eip155:42161:0x789fC99093B09aD01C34DC7251D0C89ce743e5a4).

I reached out to the ADPC team, and they promptly informed me that they were aware of the situation and considered that, since the request was for an audit contest, there was no issue in granting the funding.

To be clear: I do not believe the program’s rules were broken.

However, I do think this situation highlights the point that a bit more transparency regarding the rationale behind decisions would be beneficial.

Additionally, I would interpret the outlined principles differently in this particular situation:

> [@\[Non-constitutional\] Subsidy Fund for Security Services](https://forum.arbitrum.foundation/t/non-constitutional-subsidy-fund-for-security-services/22958/1):
>
> All applicants should keep in mind the following key principles:
>
> 1. **Transparency & integrity** - Applicants must disclose any potential conflicts of interest and receipt of any prior funding.
>
> 2. **Encouragement of investment** - Subsidies should incentivise investment that would not otherwise occur without the subsidy. They should not cover costs that the beneficiary would have funded independently in the absence of any subsidy.
>
> 3. **Proportionate and necessary** - Subsidies should be proportionate to their intended objective and limited to what is necessary to achieve it.
>
> 4. **Economic neutrality** - The requested subsidy amount should not confer an economic advantage. It should be provided on fair terms, comparable to what could reasonably be obtained on the market.
>
> 5. **Consideration of funding options** - Applicants are expected to explore all available funding options and responsibly choose the option that best suits their needs.
>
> 6. **Enhancement of beneficiary security** - Subsidies should bring about changes that enhance the security of the beneficiary’s protocol.
>
> 7. **Positive impact on the Arbitrum ecosystem** - Subsidies should have a beneficial effect on the Arbitrum ecosystem, contributing to its growth and sustainability.
>
> 8. **Value for Money** - The evaluation method should ensure decisions maximize both financial and non-financial value to Arbitrum.
>
> 9. **Probity** - Subsidies should be issued in an environment that ensures fairness, impartiality, and compliance with established guidelines and rules. There will be an emphasis on transparency, accountability, and integrity throughout the procurement process, evidenced by the development of this publicly documented Means Test methodology. This focus on Probity will mitigate procurement risks and safeguard the integrity of the procurement process.
>
> 10. **Risk Management** - Risk management policies will be implemented to identify and mitigate procurement risks.
>
> 11. **Engagement with SMEs** - We have invited a wide range of organisations to participate, all of whom will be subject to the eligibility criteria.
>
> 12. **Cyclical Whitelist events** - We will have clear rules for cyclical whitelist reviews to open a pathway for future applicants and new market entrants.

I believe that a large company, which the DAO is already funding for the development and audit of contracts, should not be eligible to receive subsidies from another DAO program for those same contracts. But that’s my opinion and interpretation of what the subsidy fund was for.

Once again, this is not a criticism of either the ADPC team or Tally. It is simply an opinion regarding the future implementation of subsidies, both in the rules and in the transparency of the decisions.

Hey @pedrob!

As discussed on Telegram (and as rightly stated in your post as well), we do not believe that this was a breach of the Subsidy Fund’s parameters nor the ARB Staking proposal (I’ll let Tally voice their stance on that however).

The ARB Staking Proposal had $60,000 earmarked for an audit. The subsidy that the ADPC authorised was in relation to an audit contest on Sherlock; It is current industry standard for projects to carry out a ‘traditional audit’ coupled w/an audit contest to get more eyes on the codebase. Additionally, as the ADPC, we’d like to emphasize that the subsidy issued to Tally was based on their scoring on the Means Test (the rationale wasn’t “It’s ARB Staking, let’s just subsidize it”). With regards to the rationale for the scoring itself, if Tally is amenable, we can post a summary of why they qualified for the subsidy.

Given that Tally submitted a good application, rendered itself eligible for a subsidy and also in consideration of the fact that a traditional audit coupled w/an audit contest is sensible from a security mitigation perspective, we do not think that this is against the rules of the Subsidy Fund.

Thanks for the comment!

We were hoping this was going to become a regular addition to the updates (assuming there have been more calls since). Can we please have them recorded like this? Not sure how many people actually watch them but we think it’s worth giving delegates the opportunity to hear the discussions, especially on days like the 28th.

The USDC budget for ADPC Phase II was sent to the DAO Events Budget MSS multisig on November 29th: [Arbitrum One Transaction Hash (Txhash) Details | Arbitrum One](https://arbiscan.io/tx/0xccf16dc8f97a0fc06ed12d520ae8392b291402e9b6df6b87067f725207bfaaad)

As part of that transaction, an extra 14,222 USDC was sent by mistake. Yesterday, the MSS returned those funds (minus 1 USDC that was previously sent as a test transaction) to the DAO treasury: [Safe{Wallet} – Transaction details](https://app.safe.global/transactions/tx?safe=arb1:0xd767Eaf0cb35B55587A2E12F387c2AaD65b5930C&id=multisig_0xd767Eaf0cb35B55587A2E12F387c2AaD65b5930C_0x1e2029d1a07c948c4c849eb9860aa341792544d9a11f06ff9425b17045024c84)
