The RewardDistributor contract has already been audited and is currently in use already: Nova: L2 Base Fee | Address 0x9fCB6F75D99029f28F6F4a1d277bae49c5CAC79f | Arbiscan.

Here is an example of one used in production - its code is the exact same. The ArbOS 31 proposal is NOT proposing the deployment of a new rewardDistributor contract - instead we’re just updating the recipients on the existing ones.
