Change to New Governance Contracts that Allow Proposal Cancellation

It is good to allow proposals to be canceled, but what are the process and criteria for doing so? Will there be arbitrary cancellations that affect the efficiency of governance?
It is recommended that the supporting come with a simple refinement rule for the cancellation function:
Clearly define the process, reasons, and triggers for proposal cancellation, such as requiring a quick vote by the community or a quick review by a person with a governance role to cancel a proposal.
