Voting ABSTAIN

My views remain the same since I outlined them [here](https://forum.arbitrum.foundation/t/constitutional-aip-security-council-election-process-improvements-old/29848/65), but given that I’m now a member of the Security Council (along with my current delegation weight), I opt to abstain to avoid any conflict of interest (particularly with respect to the term extension improvement).
