[Constitutional] AIP: Remove Cost Cap on Arbitrum Nova

Tally: Remove Cost Cap, Update Executors, Disable Legacy USDT Bridge We are voting for – Removing cost cap aligns with current priorities, given Nova’s current usage after EIP-4844 and Orbit adoption. – Upgrading executors makes upgrades simpler. – Disabling USDT bridge eliminates a legacy bridge, which also contributed to a slow process (delay), and potentially risks losing funds. All 3 proposals are in favor of efficiency for Arbitrum.
