On key management, we appreciate that the proposal introduces clearer provisions for key rotation and even emergency actions. This is a meaningful step forward in strengthening operational security. We would suggest adding one more safeguard: a periodic liveness check for Security Council keys. In Optimism, Council members are required to perform an on-chain action roughly every three months to demonstrate they still control their keys, and failure to do so may result in removal.

Thank you to @tane for the suggestion to conduct periodic liveness checks on Security Council members’ keys to ensure that members remain capable of fulfilling their responsibilities. It is worth noting that Arbitrum Security Council members already participate in routine, off-chain fire drills that account for this risk.
