In our [third monthly update for RAD](https://forum.arbitrum.foundation/t/rad-update-3-march-2026/30736), we published observations on how two eligibility requirements were affecting delegates and made recommendations for adjustments. After communicating these changes to delegates to collect feedback, much of which is available in the comments of the update itself, and is largely supportive of the recommendations, we’ll be implementing these changes for any votes that begin from May 2026 onwards.

### What Changes:

- **Participation Threshold**

- **Rationale Publishing**

## **Updated Eligibility Requirements**

Any delegate who has satisfied the following eligibility criteria can receive a payment provided that:

- **Actionable Requirements:**

- **Additional Requirements**

- **Prior requirements:**

Additionally, delegates must adhere to the [program’s terms and conditions](https://docs.google.com/document/d/1CEQc0o-FSAakgFL8wbTiqzeX-PtC5TBHj0BjonFNftI/edit?usp=sharing) in order to remain eligible. Any proposals related to this program will not be eligible for rewards, to avoid any possible conflicts of interest.

- _AGAINST does not typically count towards quorum, but for the purpose of this program, it will be included in the count towards quorum for the purpose of issuing rewards. The intention is to enable delegates to vote according to their preference such that ‘quorum’ is always hit even if not officially._
