# September 2024 Member Election Phase

The Member Election Phase (the final round of voting) for the Arbitrum Security Council’s September 2024 Cohort, commenced on [October 13th at 15:15 UTC](https://arbiscan.io/tx/0xbdb61fd2b5ab2b6de057762b5b109939ecf74ca42cca2ce01783ce3478c50beb). This phase will run for 21 days, until November 3rd.

## Compliance Checks

Out of the [39 candidates](https://www.tally.xyz/gov/arbitrum/council/security-council/election/2/round-1) who registered for this Security Council election, [13 candidates](https://www.tally.xyz/gov/arbitrum/council/security-council/election/2/round-2) were supported by enough ARB (at least 0.2% of votable supply) during the [Nominee Selection phase](https://forum.arbitrum.foundation/t/september-2024-nominee-selection-phase/26904) (first round of voting) to qualify for the Compliance Check phase.

All 13 of these candidates have now successfully passed [compliance checks conducted by the Arbitrum Foundation](https://x.com/arbitrum/status/1841332340548886950), and have qualified for the Member Election phase.

## How Does Voting and Vote Decay Work?

This final voting phase encourages delegates to cast votes early, as delegates’ voting power will eventually decay if they do not cast their votes within the first 7 days (by October 20th at ~15:15 UTC).

Delegates can split their votes across multiple candidates, with 1 token representing 1 vote. ## What Makes a Good Candidate?

Choosing the right Security Council members is crucial to the security of the Arbitrum ecosystem due to the authority granted to them. Accordingly, delegates should elect candidates wisely, and consider the Security Council’s responsibilities and values, as well as key attributes to look out for when evaluating candidates, as described [here](https://forum.arbitrum.foundation/t/security-council-members-duties-and-principles/16313).

Tell me, have I not noticed this before, or is this the first case of VP decay?  
Do you think it is worth putting to a general vote the use of such a tool as VP decay?  
Why is it not used in other votings?

The previous 2 SC elections also had this vote decay function. It is mentioned in the constitution too: [The Amended Constitution of the Arbitrum DAO | Arbitrum DAO - Governance docs](https://docs.arbitrum.foundation/dao-constitution#section-4-security-council-elections)

As you can probably tell, the SC elections have been designed to be a more robust governance process. The vote decay function in particular is to encourage delegates to cast their votes early, especially considering the importance of these elections in securing the Arbitrum ecosystem.

In terms of whether vote decay should be applied to other votes, I don’t see why not. It would be up to the DAO to decide though.

I split my votes between [gzeon](https://www.tally.xyz/gov/arbitrum/council/security-council/election/2/round-2/nominee/0xe2e9d5B97d8C0457B1cf80BC93802bce4DF03e33) and [Dennison Bertram](https://www.tally.xyz/gov/arbitrum/council/security-council/election/2/round-2/nominee/0xeA4A4A886aCA47DD0167B4aEE5B1345e18D20Ee5) at the Member Election Phase. I supported gzeon because of his deep familiarity with the Arbitrum codebase, which I think is important to have represented by at least one if not more members of the Security Council. I supported Dennison because of his strong technical experience and long-time contribution to the Arbitrum ecosystem via Tally.

Voted Dedaub, Dennison and Emiliano.

- Dedaub, as explained in phase 1, is already pretty entrenched through the security subsidy fund. Would like to see them in the council
- Dennison, there is no stronger partner to our ecosystem then Tally
- Emiliano is a powerhouse and didn’t made it in the last election by very few votes, and hope to see him in the security council right now.

There are plenty of good candidates to be honest, special mention for gzeon as well which I hope I will see in the council.

## Rationale

In our selection process, we have prioritized the same criteria as the Nominee Selection Phase:

> - **Alignment with Arbitrum:** We also assess the degree of alignment candidates have with the Arbitrum ecosystem. We generally favor individuals or organizations that are already contributing value or providing services to the Arbitrum community.
> 
> - **Geographic diversity:** The selected candidates represent various continents, which not only strengthens the Council’s security but also ensures coverage across different time zones, allowing signatories to be available at any time of the day.

It’s important to mention that we maintained our vote as long as the candidate successfully passed the first phase of the voting.

I cast my vote in favor of rxpwnz, with whom I have collaborated within the Hop Protocol DAO. While we have not met in person, I found rxpwnz to be highly proactive and competent. I also voted for gzeon, as they appear to be well-qualified and capable of fulfilling the responsibilities effectively.
