so, to clarify, this means that from the $1.5m USD Events budget for 2025, where the passed proposal says the Arbitrum Foundation could get between $250k to $400k USD to participate in 3 main industry events (eth denver, bitcoin 2025 and ethcc), it was somehow decided that the Foundation should get the higher amount of that range, for just one of those industry events?
