1. Motivation: when the problem is not slow decisions, but late understanding
Across recent DAO discussions, a recurring pattern appears:
Progress on complex proposals often slows down not because of lack of interest or alignment, but because deep analysis happens too late—when the idea is already under political or operational tension.
At that point:

expectations are already set,

execution pressure is high,
-
reputational risk is present,
which naturally raises the bar for caution and slows everything down.
The outcome is suboptimal:

solid ideas lose momentum,

proposers receive ambiguous signals,

delegates must analyze under pressure,

and discussions become more costly than necessary.
ARB Review starts from a simple but deliberate idea:
not to accelerate decisions, but to advance understanding.
2. The DAO’s “third asset”
When we talk about ArbitrumDAO, we usually refer to two main assets:

infrastructure (Arbitrum One, Orbit, Nova),

the treasury, ARB token, and incentive programs.
There is, however, a third asset, less explicit but equally critical:
the DAO’s distributed analytical capacity—its collective ability to reason, evaluate tradeoffs, and think systemically.
Today, that asset is:

used reactively,
-
fragmented across programs,
-
and rarely produces reusable outputs beyond the immediate discussion.
ARB Review proposes to organize this asset—without centralizing it or making it rigid.
3. What ARB Review is
ARB Review is a voluntary, non-binding framework designed to:

receive ideas and projects (internal to the DAO),
-
analyze them before any funding or execution decision,
-
and produce a structured Review Report that makes assumptions, risks, dependencies, and timing explicit.
Participation is initiated by the proposer.
Projects enter ARB Review only if their authors choose to submit them for structured analysis.
There is:

no obligation to participate,

no review of unsolicited proposals.
The goal is to organize reasoning, not to approve or reject projects.
4. What ARB Review is NOT
ARB Review is not:

an approval, veto, or prioritization body,

a funding mechanism,

or a post-funding accountability tool.
It does not compete with grants reviews or accountability platforms like Karma.

5. Core objective: clarifying ideas before timing distorts them
ARB Review aims to offer proposers:

and, critically, make timing explicit.

A project can be conceptually sound and aligned with Arbitrum,
yet still be misaligned with the DAO’s current moment.

6. The output: the Review Report
ARB Review does not produce simple labels or binary verdicts.
It produces a Review Report, designed to be:

reusable,

and valuable even if the project does not move forward immediately.
A Review Report aims to answer questions such as:

Where is the project solid today, and why?

Which assumptions require further validation?

Which risks are structural vs. mitigable?

How does it interact with current DAO priorities?

What would need to change to increase its probability of success?
For example, a report may conclude that a project is well-aligned and conceptually strong, but that its main risk is timing, not execution—due to unresolved DAO priorities or missing strategic signals.
This allows both proposers and delegates to make better decisions without discarding the idea.
It is worth stating this explicitly:
ARB Review is not designed to multiply approvals, but to produce better “no’s” when needed.
An early, well-reasoned, reusable “no” is preferable to a late, implicit, or ambiguous rejection.
7. Analytical dimensions (indicative)
ARB Review relies on public, debatable dimensions, such as:

execution complexity and risk,

second-order effects,

long-term sustainability,

metric clarity,

timing and DAO readiness.
Making timing explicit does not slow decisions—it makes them less costly.
8. Benefits for the DAO

ARB Review does not aim to make the DAO decide faster, but to decide with better information, earlier.
9. Prudent rollout
To remain compatible with current governance:

Phase 0: define the framework and Review Report template.

Phase 1: pilot with voluntary reviews.

Phase 2: organic adoption as an informal standard.

Phase 3 (exploratory): potential external use and sustainability if the DAO considers it appropriate.
Important note: any external use — including advisory services or endorsements for third-party fundraising or crowdfunding — is explicitly out of scope for this initial discussion and would only be explored if the DAO deliberately chooses to do so in the future.
