1. OAT Elections

13 candidates are running for 3 seats in the Oversight and Transparency Committee (OAT) elections. The election uses a shutterized, weighted voting system.

The OAT’s oversees the OpCo’s operations, ensuring the DAO maintains adequate transparency into the OpCo, functioning as the coordinator between delegates and OpCo, and establishing clear communication channels with other key stakeholders and contributors. The committee also recruits OpCo staff, approves any notable operational decisions, and ensures that OpCo executes according to its mandate.

:ballot_box: Upcoming on-chain Proposals

1. Constitutional AIP: ArbOS61 Elara Upgrade

This AIP proposes to upgrade Arbitrum One and Arbitrum Nova to ArbOS 61 Elara, with the following changes:

  1. Increased smart contract code size limit of 96 KB for Stylus smart contracts and accompanying changes to the Stylus Rust SDK.
  2. A change to allow Offchain to modify the minimum L2 base fee on Arbitrum One and Nova, between 0.01 gwei and 0.10 gwei (inclusive).

Since the temperature check, Offchain are no longer requesting the ArbitrumDAO to grant them special privileges to modify the Dynamic Pricing parameters, as Dynamic Pricing is no longer being proposed to be activated as part of this proposal.

Furthermore, to address a bug identified during the testing of ArbOS 60, Offchain released a corrected version, named ArbOS 61, which is otherwise identical in scope to ArbOS 60.

Voting commences on July 16.

@raam Thanks for putting these weekly updates together - they make it much easier to keep track of what’s actually happening across governance.

The ArbOS 61 upgrade is the item I’m following most closely. The increase in the Stylus contract size limit seems like a practical improvement for developers building more complex applications, and it’s good to see that the proposal scope was adjusted after community feedback regarding Dynamic Pricing.

I’m also interested to see how the new OAT members approach transparency and communication with delegates. As the DAO continues to grow, having clear updates and accessible governance processes becomes just as important as the technical upgrades themselves.

Looking forward to seeing both votes progress this week.
