1. [Constitutional] AIP: ArbOS 60 Elara

This AIP proposes to upgrade Arbitrum One and Arbitrum Nova to ArbOS 60 Elara. At a high level, the changes being introduced in ArbOS 60 Elara are:

  1. A new gas pricing algorithm, called Dynamic Pricing, to track and charge gas prices across multiple resource dimensions.
  2. Increased smart contract code size limit of 96 KB for Stylus smart contracts and accompanying changes to the Stylus Rust SDK.
  3. A change to allow Offchain Labs to modify the minimum L2 base fee on Arbitrum One and Nova, between 0.01 gwei and 0.10 gwei (inclusive).

2. Updating the Code of Conduct & DAO Procedures to Become Living Documents

This temperature check, if successful, will transition the Code of Conduct and DAO Procedures from a trial-based framework to a living, persistent document, maintained by the OpCo. There are three changes in this 3rd iteration:

  1. Living Document Structure: The Code of Conduct and DAO Procedures will remain in effect perpetually with a clear amendment process managed by OpCo.
  2. Optimistic Amendment Process: Contributors can propose changes to OpCo, who will be responsible for collecting community feedback and determining if changes are necessary, with the option for an offchain vote if necessary.
  3. No Constitutional Inclusion: It is suggested that the Code of Conduct is better suited as a standalone living document rather than a constitutional amendment, preserving the DAO’s flexibility to evolve its standards over time.
