1. Entropy Advisors: Exclusively Working with the Arbitrum DAO, Year 2 and Year 3 (Voting ends Aug 7)

This proposal seeks to extend Entropy Advisors’ partnership with the DAO for two additional years.

:small_blue_diamond: If passed, the second official engagement would go into effect on September 1, 2025, immediately following the conclusion of Entropy Advisors’ first mandate.
:small_blue_diamond: A base pay of $3M per year is proposed. Additionally, and in an effort to achieve long-term alignment with the Arbitrum ecosystem, a 5M ARB allocation to Entropy Advisors is proposed, locked in a vesting contract with a 1-year cliff and 3-year vest. Lastly, 10M ARB will be set aside for the OAT to negotiate directly with Entropy Advisors on establishing short, medium, and long-term incentive mechanisms.

2. [CONSTITUTIONAL] Register $BORING in the Arbitrum generic-custom gateway (Voting ends Aug 14)

This proposal puts forward registration of the $BORING token in the Arbitrum generic-custom gateway.

:small_blue_diamond: Bridging to an Arbitrum token with custom logic requires registration in the Arbitrum generic-custom gateway, which can be done either by the L1 token contract itself or by the Arbitrum DAO. Since the L1 token contract was deployed in the past without knowing this requirement, and is not upgradable, the latter option is needed.

1. [Non-Constitutional] - Updates to the DIP, The Complete 1.7 Version (Voting ends Aug 7)

This proposal seeks to update the current iteration of the Delegate Incentive Program (DIP) to improve its efficiency and cost-effectiveness.

Key changes include:

:small_blue_diamond: The Introduction of Tier X for delegates with ≥500,000 ARB Voting Power, to incentivize high-VP delegates to participate. All new DIP participants must meet the Tier X eligibility criteria, while existing DIP participants can continue participating.

:small_blue_diamond: A 40% reduction in compensation across all tiers.

:small_blue_diamond: Exclusion of vote-buying platforms from the program.

:small_blue_diamond: A 25% increase in Program Manager compensation for the remaining 3-months of the program, due to increased responsibilities.
