Hi Arbitrum DAO,
As ADPC Phase II comes to a close, we wanted to take a moment to reflect on the work accomplished and milestones achieved throughout this journey.
The ADPC was initially proposed to the Arbitrum DAO by @ImmutableLawyer from Axis Advisory in December 2023, with a vision to establish essential procurement frameworks and onboard high-quality service providers. Following the Snapshot election, Areta, Axis Advisory, and Daimon Legal were selected as the three ADPC members, and the proposal was officially approved via Tally on February 5, 2024.
During the initial six-month period, ADPC delivered on its mandate by creating a comprehensive procurement framework and RFPs focused on security service providers. This phase also saw the successful proposal of the Security Subsidy Fund. Throughout, ADPC members remained actively engaged with community stakeholders to gather insights and feedback. Building on the success of Phase I, the team proposed Phase II in August 2024. The goals for this phase included managing the Security Subsidy Fund, developing procurement frameworks for additional services like RPC providers, supporting initiatives outlined in the 2025 DAO Events Budget, and drafting the DAO’s Operational Expenses Budget. Over the past 12 months, ADPC has:
- Created procurement frameworks for security related service providers & RPC service providers;
- Researched, created & proposed the Security Subsidy Fund;
- Whitelisted 9 high-quality security service providers;
- Selected 22 grantee projects for the Security Subsidy Fund;
- Whitelisted 9 RPC providers;
- Created and published the DAO’s Service Provider Utilisation Framework.
- Continuously engaged with various community stakeholders for feedback & learnings

Through these efforts, ADPC has laid a strong foundation for future procurement and service provider onboarding within the Arbitrum DAO.
Since the OpCo is still being established and its future role remains unclear, we believe it’s premature to extend the ADPC into Phase III. With the DAO in a transitional period - alongside the SOS, OpCo, and other initiatives - it’s not the right time to define a scope, budget, or hold elections. We’re placing the ADPC on hold until there’s more clarity in the coming months.
