I’ve been analyzing governance health across major DAOs and wanted to share something the Arbitrum community should be proud of.
Arbitrum scores 7.1/10 in our Governance Vitality Score — the highest among L2s.
A few highlights:
Sybil Resistance: 9.9/10 — Voting power is distributed across genuine participants, not concentrated in a handful of wallets gaming the system. Very few DAOs come close.
Top 5 wallet concentration: 45% — Some L2 peers sit at 85%+. Arbitrum’s delegate structure is actually working — power flows through trust, not just capital.
Where there’s room to grow: Delegate Engagement (5.0) and Grassroots Participation (5.0) show the foundation is strong, but broader community involvement could push this higher.
We track 47 DAOs and the pattern is clear — high token holder count alone doesn’t mean healthy governance. What matters is who actually participates and how power is distributed. Arbitrum gets this right in ways many larger DAOs don’t.
