Proposal: Non-Constitutional: Stable Treasury Endowment Program 2.0

Rationale: This proposal seeks to allocate 35m ARB to fund a second edition of the Stable Treasury Endowment Program (STEP). The program will serve the twin objective of diversifying the Arbitrum Treasury into stable, yield-bearing RWAs and supporting the growth of the Arbitrum RWA ecosystem. We believe diversification of the DAO treasury is an important objective as it cushions the effect of ARB volatility while productively investing DAO assets. Also, as program managers of the Arbitrum RWA Innovation Program, we have firsthand seen the need to strategically support the growth of RWA projects building on Arbitrum. The results of the first edition of STEP were commendable, generating ~$900k in yields for the treasury. We hope to see similar or better results in this second iteration. We are in support of this proposal, and though we unfortunately missed the snapshot vote, we will be voting in support during the on-chain vote.

Rationale: This proposal seeks to activate Arbitrum BoLD—a permissionless dispute resolution protocol for Arbitrum validators—and whitelist Infura’s Nova validator. We have previously signaled support for the adoption of Arbitrum BoLD, when we voted in support of allocating funds to bootstrap the Arbitrum Foundation as the first BoLD validator based on the rationale expressed here. Similarly, we previously voted FOR in the Snapshot vote to whitelist Infura’s Nova validator for the reasons we expressed here. Hence, we will be voting in support of this proposal.

Proposal: The Watchdog: Arbitrum DAO’s Grant Misuse Bounty Program
Vote: FOR

Rationale: This proposal seeks to allocate 400k ARB to establish a bounty program that incentivizes whistleblowing against misuse of DAO-allocated funds. For us, this proposal is a step in the right direction and we’re happy to see it being given priority at this time. From our experience, we’ve learned that preventing waste is key to ensuring effective capital allocation in DAOs. In designing the program, we would like to see adequate measures being taken to protect the privacy of whistleblowers and mechanisms for detecting and filtering out malicious actors who raise false alarms against others. The whole process should be treated with sensitivity. We are nonetheless excited to see what comes out of this and we will be voting in support.
Proposal: Proposal for Piloting Enhancements and Strengthening the Sustainability of ArbitrumHub in the Year Ahead

Rationale: This proposal seeks to allocate ~$230-$270k to fund the maintenance and development of ArbitrumHub for Arbitrum DAO. Given all the concerns raised in the proposal, as highlighted in our comment below, we will not be voting in support of this proposal.
Proposal: Arbitrum Strategic Objective Setting (SOS) – Defining the DAO’s Interim Goals

Rationale: This proposal seeks to establish short and medium term strategic objectives for Arbitrum DAO. We are very much aligned with what this proposal seeks to achieve and we think the results will be highly beneficial to the DAO. Other than the suggestions we left in the comments below, we are supportive of this initiative and will be voting FOR.
