Hello everyone, I’m Andrei and I’m a developer.

I’m a cofounder of proposals.app, a project we’ve been thinking about for a while and recently started building, and which won the Arbitrum ETHcc GovHack last July. proposals.app also got a grant from the “New Protocol and Ideas” questbook domain last October, where I’ve experienced first hand the application process and the ongoing grant process, a grantee goes through on this program.

Previously, I was a cofounder of Senate, a DAO tooling startup where we built DAO proposal notifications for Aave and Uniswap and for every DAO delegate that would subscribe to our email notifications. We raised close to $1m USD in the summer of 2023, but then realized the market timing was not right for it.

I got into web3 through StakeborgDAO (which is not really a DAO anymore), where I met a lot of cool local romanian people that am still friends with. This is also where I became interested in the DAO space. Soon after that, I became a member of DeveloperDAO and contributed to the CODE token claim website.

My background and lifelong passion is software engineering. I started my career as a firmware developer at a railway company and after finishing my university studies I worked for 6 years at a top tier1 automotive manufacturer as a senior firmware developer, where I was working on autonomous driving, more specifically, on the software stability of radars which are probably used in millions of cars on the road today.

While following Arbitrum because of proposals.app I got more involved in the technical governance issues of Arbitrum DAO. And because I’m also a big rust fanboy, it only made sense for me to get involved in the Arbitrum Hackathon for Stylus in Bucharest, where I was a mentor, judge and held a technical 4 hour workshop on stylus, which was the first public in-person workshop on Arbitrum Stylus worldwide and the project that won the hackathon was praised by Offchain Labs CEO on x.com.

Domain Related Experience and Vision

Throughout my career and freelancing I’ve experienced quite a bit of dev tools, from closed source big corporate tools to the latest web bleeding edge technologies, writing code from embedded C for the automotive radars firmware to NextJS 15 and :crab: rust on the nightly build for proposals.app.

Last year I gave a talk about developer experience at NFT Bucharest, where I argued that good application user experience can only come through good protocol developer experience. This is the reason I am applying for this track, and I believe a developer like myself, which is also ultimately a potential end user of the projects coming out of the program, should be the one deciding grant allocations for a developer tooling grants program.

Grant related Experience

I think the DA for Dev Tooling on One and Stylus should understand that good developer tools are notoriously hard to build. Good DX is nothing like good UX and it cannot be researched in the same way. You cannot do usability testing with the users of your library or API, and in most cases, you don’t even know who they are.

A good proposal should be able to convince me that the candidate understands the obscurity of this problem space, and through their experience with other tools, they have the skills to find a good way out. When I say convince me, it might seem dictatorial, but I actually mean it in a skeptical way. Throughout many years of software development, I experienced some good dev tools, but also a lot of bad ones. I believe growing the ecosystem cannot be done by throwing as many dev tools at it as possible. I firmly believe developer tooling is a matter of quality over quantity.

I am one of the cofounders of proposals.app, which got a $43,000 grant through Questbook in a multisig wallet which I am a signer of.

I was paid $1,720 for the Arbitrum Stylus workshop in Bucharest.

Our GovHack prize was $6,000 which was split between the two members of the team.

I am confident that I can transfer the following unique skills and experience I have acquired over my career to a potential DA mandate

Due Diligence playbook

I have experience conducting due diligence on the authenticity of founders, the competency of their execution, and examining the “founder-market” fit of a startup proposition. I am confident in my abilities to promise a demonstrable transfer of this playbook in the execution of my duties as a potential DA

Discovery Framework

I was VP of investment banking at a boutique advisory where I had P&L ownership for the startup capital raising vertical. I owned the “success-fee only” business model where mission success depended upon my ability to judge the scalability of an idea. I gained knowledge in the intricacies of discovery with regards to IP, market size, moat, founder-market fit and GTM strategies. I possess the knowledge, experience, and analytical skills to research a pitch deck, validate the arguments and develop an investment brief; all skills that are core to the success of a DA.

Public Market Exposure

I was a licensed private banker at IIFL Wealth with a US$ 10 mm book. I have knowledge, understanding, and experience selling most imaginable financial products (stocks, bonds, REITS, funds, margin financing, structure products) and am exposed to the nuances of trading instruments. If a CDO protocol applies for an MVP grant, it is comfortable within my skill sets to analyze, decide, and defend an investment thesis.

Vision
I strongly believe that defining an arbitrary range for “new protocols and ideas” is a counterproductive exercise. So instead my decision-making framework would depend on a proposition’s response to the following questions:

  • What are you trying to do?
  • Can you articulate your objectives using absolutely no jargon?
  • How is it done today, and what are the limits of current practice?
  • What is new in your approach and why do you think it will be successful?
  • Who cares? If you are successful, what difference will it make?
  • What are the risks?
  • How much will it cost?
  • How long will it take?
  • What are the mid-term and final “exams” to check for success?

I do not have experience managing a Web 3 grants program. Instead, what I do possess is the ability to demonstrate such capability and pledge my commitment in the execution of such a potential DAO Mandate.

  1. Pull the list into a database
  2. Exclude all projects that were vague, duplicate, or had incomplete submissions
  3. Pick the first 100 based on
    1. size of market segment
    2. ease of understanding the business model,
    3. differentiation to market narratives
    4. successful Web 2 narratives and
    5. a whole lot of intuition (” Will I put my money into this”
  4. Quickly skim through project GitHub repos to measure the number of git commits and cadence (speed/ dedication to ship) and picked my top 100
  5. Ask the finale question - “If it was my money, which two projects would I invest in ?”

If I receive this mandate, I pledge the following commitments:

Towards Founders

  • A turnaround time from application to decision in 2 weeks

  • Operational assistance in the onboarding process (KYC/KYB process streamlining)

  • A capital deployment signature to the multi-sig within 48 hours of confirmation

Towards the DAO

  • A transparent documentation of the selection process

  • A rationale thesis for every investment decision

  • MIS on the forum (every month)

  • Exclusivity of time and attention. I know this job requires a 100% full-time commitment, I pledge to make this my ONLY job, and ONLY source of income for the duration of this mandate.

Dealbreakers

These are the flags I shall look for in my elimination process

  1. Impersonation
  2. Idea Plagiarism
  3. Zombie GitHub repo history
  4. Concentrated deployment tranches(for example: if there are 2 milestones and the first tranche request is for 80% of the total ask, I would insist on the logic of this construct before accepting the risk)
  5. Premium invoicing (there is a discoverable market cost for almost everything- if an ask sounds premium, the proposition better defend this invoicing choice)
  6. “GTM first” use of funds- (If all the efforts are not towards getting an MVP out and identifying a scalable GTM, there better be explanations for this)

I’m happy to Support @Juandi

Juandi’s contributions to the Arbitrum ecosystem stand out for their focus on utility and efficiency. As a delegate with over 14k votes and a representative of blockful with more than 50k votes, I had the pleasure of working with Juandi on scaling ENS on Arbitrum. His ability to approve proposals swiftly, ensure timely deliverables, and enable fast disbursement directly fosters the growth of builders in the ecosystem.

In collaboration with Sov through the Cartographers Syndicate, where we aimed to enhance the grants process, Juandi was, for me, a key reference point as someone who consistently supports builders. He knows well how to balance impact and speed, which has been instrumental in advancing the Arbitrum ecosystem.

Collaborating with him showed his strong dedication to driving progress. His ability to curate and support initiatives has had a clear and lasting impact on innovation and development.

In all seriousness, JuanDi’s actions are nothing short of malfeasance. By coercing grant recipients into posting glowing comments in favor of his reelection, he is blatantly abusing his power.

You can also contact other delegates such as @Entropy for example, or the Arbitrum Foundation through @cliffton.eth and @raam to share the info if you deem for example that I am not a neutral party.

Otherwise, please refrain from throwing accusations such as coercion, abuse and what not. This is a DAO, not a bar, we have a specific code of conduct that applies to delegates but likely encompasses all participants in the forum.

I think that @SEEDGov is a good candidat for the Grant of Education, Community Growth and Events.
They have experience managing grants, running educational events, and creating resources for developers and users. @SEEDGov has helped Arbitrum grow through their work on funding programs, teaching, and connecting with builders. Their clear vision for education and community growth makes them a great fit for leading the grant program.

But let the strongest one win in this vote!

Update on the current state of proposal.
We will be live with the four snapshots to vote upon candidates at 4 PM UTC. In the meantime as requested we will host two calls, to allow candidates to pitch themself to the DAO. To allow for a fair participation, with most candidates being either from LATAM or APAC timezones, the calls will be held

  1. Monday, 20/01/2025, at 7 PM UTC, for 1 hour and 15 minutes (link to the call here)
  2. Tuesday, 21/01/2025, at 10 AM UTC, for 1 hour (link to the call here).

Both calls will be added shortly to the Arbitrum DAO calendar, and will be recorded for delegates to listen them async.
Every candidate will have 5 minutes, of which 4 minutes are for their own pitch, and 1 minute for question on delegates. We will be strict on time, and eventually queue what remains as call. Candidates can book their slot in this google spreadsheet.

Note that the participation is optional, and that candidates can either just introduce themself and speak in the call, present a deck or in general do what they deem is best.

I saw the post too late to apply for participation.
However, I would like to ask a question for the future from the delegate’s point of view:

  • to better understand which candidate to vote for, I would like to see not only their applications, but also some criteria for this position.

I see a detailed list of responsibilities, but does the candidate need to prove the presence of competencies, or can anyone apply?

voting on the current 4 offchain election proposals, in the following way and for the following reasons:

  • voted 100% Abstain on the Dev Tooling for One and Stylus offchain proposal because @andreiv is my co-founder on proposals.app and I’m obviously biased. Despite this COI, I should say that he is one of the best developers I know and he really understands dev tooling deeply. I would urge everybody to read his application for this role and consider voting for him in this election. Additionally, I would encourage people to read @Entropy report about the past Questbook grants season and what happened in this specific Dev Tooling domain:
  • voted 100% for Uthread on the New Protocols and Ideas offchain proposal because he is one of the most diligent people I know and is the kind of guy that is basically impossible to bullshit. If you’re trying to convince him of something, he will ask you questions until he gets the full and entire truth. He also did a bounty for proposals.app a few months ago, and has a lot of context about Arbitrum DAO because his work basically required him to analyze all Arbitrum DAO proposal forum posts, offchain votes, and onchain votes.
  • voted 100% for SeedGov on the Education, Community Growth, and Events offchain proposal because they have hands-on experience with this domain, have done a great job in the past by being the Domain Allocator to this domain, have been very responsive and pro-active when alerted about potential scams in this domain, and have a lot of context about Arbitrum DAO.
  • voted 100% for Flook on the Gaming offchain proposal because he has been doing a great job in the past by being the Domain Allocator to this domain, responds quickly to queries on the Questbook Discord, and has a lot of context about gaming on Arbitrum.

Usually candidates post their previous experience in protocols, grants or what is relevant as per the template. And, usually, is good if they post direct links for people to be able to verify what they did. The DD is up to the delegates and dao.

I cast 100% of my support votes for Flook in the gaming domain. Although I don’t know him very well, after reviewing his application materials, I believe he is a highly reliable candidate. Previously, as a domain allocator in this field, he demonstrated exceptional professionalism and efficiency. On Questbook’s Discord, whether addressing complex issues related to game development on Arbitrum or answering simple community questions, Flook consistently responded quickly and accurately, showcasing a strong sense of professionalism and responsibility.

Moreover, Flook’s understanding and passion for the Arbitrum gaming ecosystem left a deep impression on me. He has not only conducted in-depth research on gaming technology and market trends but has also consistently focused on innovative opportunities within the ecosystem, working diligently to drive progress in this field. Overall, he is an excellent candidate for an important role in the gaming domain.

In the Dev Tooling on One and Stylus domain, I voted for Juandi, although I don’t know much about him. My decision was primarily based on his application materials.

SeedGov’s performance in education and community development has truly impressed me. They have extensive practical experience and, as domain allocators in this field, have demonstrated exceptional professionalism and responsibility. Whatever the community needs, SeedGov consistently responds proactively. On many occasions, they are the first to take action, maintaining high vigilance and swiftly addressing issues with impeccable execution. Additionally, they have a profound understanding of the Arbitrum DAO’s background and mechanisms, providing effective and practical support for the DAO’s long-term development. Their professionalism and genuine dedication to the community make them highly trustworthy and admirable.

In the New Protocols and Ideas domain, I split my votes evenly between Gabriel and Uhethred. The main reason is that both candidates have demonstrated unique strengths and potential in this area.

Gabriel stood out for his deep understanding of new protocols and keen insights into technological development. In his past proposals and discussions, he exhibited strong analytical skills and innovative thinking, with a clear plan for exploring and implementing new ideas within the ecosystem. Furthermore, he emphasizes community collaboration and effectively gathers resources to drive project implementation. Uhethred, on the other hand, has demonstrated exceptional execution capabilities in the practical implementation of new protocols. His deep understanding of both on-chain and off-chain collaboration has provided significant support for the launch of new projects. Additionally, Uhethred’s solid technical expertise and his comprehensive consideration of innovative solutions make him an invaluable candidate in this field.

First of all I would like to thank everyone who put in the work and applied for any of the positions. It was hard to choose from so many very good candidates. None of them would have been a bad fit for the role, but only one can be selected for each position. I also gave a slight preference to teams over individuals, just because they can handle the workload better. Perhaps some of the applicants can team up in the future when they’ll run for domain allocators again.

In New Protocols and Ideas, I voted for @Gabriel and Diego. Gabriel has been very active in the crypto space and also has extensive experience from the tradfi world, including evaluating investments for a family office. He has presented a good overview of how he intends to work as domain allocator, focusing on bold new ideas in the most important niches of crypto today, including AI which is probably the hottest of them all.

In Education, Community Growth, and Events, I voted for @SEEDGov. They have past experience as domain allocator, and they have successfully demonstrated their diligent work in other initiatives, too. They have a clear vision and well-defined key factors for approval or rejection of an application.

Dev Tooling on One and Stylus - this was a tough one. All three applications are great. In the end, I went with @ariutokintumi and Arturo. They are both software developers who won several hackathon prizes, organized a hackathon before (which means good connections with developers), and developed multiple libraries on their own.

In the Gaming domain I voted for @Flook and Nikki. Flook brings previous experience as a domain allocator as well as experience from running a gaming studio. Nikki brings good connections with creators from the web2 world, and personal experience as a Twitch streamer.

As I said, all the candidates are great and I wish whoever is chosen all the best with their work as domain allocators!

I voted for Gabriel as his strong ties to LATAM and the application overall convinced me. I do not know any of these persons in any way. So the decision was purely based on the application text and my POV of what I imagine could be great for the DAO.

I voted for SeedLATAM because of their outstanding work so far for the DAO. Everyone in the DAO should know them for example for their top notch delegate compensation model.

I voted for Juandi for the same reasons I voted for Gabriel. In the end the application itself convinced me to vote this way.

For the Questbook’s Season 3 Domain Allocator Election, I voted as follows:

• New Protocols and Ideas (Gabriel): Gabriel’s qualifications and expertise align perfectly with the attributes I’m looking for in a domain allocator. Having collaborated with him previously, I can personally attest to his strong work ethic and his professionalism. He brings a level of dedication that enhances team dynamics and project outcomes.

• Dev Tooling on One and Stylus: (50% Ariutokintumi, 50% JuanDi ) This decision was challenging because all three candidates possess impressive resumes. Ultimately, I opted to distribute my votes for this domain between JuanDi and Ariutokintumi. JuanDi’s valuable experience over the last two seasons and his trajectory with Capa demonstrates his capability and expertise in this field. On the other hand, Ariutokintumi and Artur, as highly skilled developers with a proven track record, offer the promise of fresh perspectives that could strengthen the domain.

• Education, Community Growth, and Events: (SEEDGov) SEED’s performance has been excellent and unbiassed, not just as a domain allocator, but across various projects, earning my trust in their capabilities. Thus, I believe that SEED should continue in this role.

• Gaming: (Erezedor) Flook performed great last season. However, I believe in the importance of bringing fresh perspectives into this new season. Therefore, I have decided to cast my vote for Erezedor and Alejandro for the upcoming term. Erezedor’s proven track record as a full-stack developer ensures strong technical leadership, while Alejandro’s experience in the gaming industry aligns perfectly with this domain.

First of all, I want to say that I really appreciate the efforts of all candidates who applied for these positions!
After reviewing the different applications, these are the candidates I decided to cast my vote for:

Gaming - Flook
I’ve mainly decided to support Flook for their proven track record in gaming and blockchain. I believe they can deliver great results for this position, just as they did in the past as the domain allocator of this domain.

Dev Tooling on One and Stylus - Juandi
I found Juandi’s application convincing and I’m confident that his focus and past experience on improving developer tools will be crucial for attracting and retaining talented developers in the community.

Education, Community Growth, and Events - SEEDGov
For this position too, I’ve based my decision on the extensive experience and proven track record of SEEDGov. Their approach to community building resonates with me, and what we need right now for this role is someone who is able to devise strategies to expand our base and bring the community closer together. I think that their past experience as domain allocator is great proof of the quality of their work.

New Protocols and Ideas - CastleCapital and Uhethred
I decided to split my vote in favor of CastleCapital and Uhethred since I was undecided. I sincerely believe that they equally have the experience and ability to do a great job in this domain, delivering important results for the ecosystem

After carefully considering the applications and hearing the candidates’ pitches, this is the rationale I used for voting.

New Protocols and Ideas: Gabriel
I have seen Gabriel getting more involved with the DAO in the last months and his academic credentials make him an excellent candidate for the role. He has a substantial track record in both traditional and decentralized finance. I am certain he will help spot promising ventures and translate new concepts into tangible products. I also believe that changing the persons in charge of the grant allocations is ultimately a good thing for the DAO to bring new views and ideas in decision-making.

Education, Community Growth, and Events: Saswat (saas)
Saswat is an outstanding candidate for the Education role due to his strong analytical skills, diligence, and clear passion for advancing meaningful educational initiatives in web3. During my time working with him, I’ve seen directly how he approaches problems systematically and consistently follows through on commitments. His academic background and his ability to break down complex concepts will be invaluable for onboarding and empowering new contributors in the DAO.

I was the one who initially encouraged Saswat to run for this position. Our conversations about the future of the web3 ecosystem demonstrated his deep curiosity and practical perspective on what a community truly needs. My decision to support him is grounded in genuine confidence that he will bring fresh ideas and strong execution to the DAO.

Despite there being other excellent candidates, I stand by Saswat because I’ve personally observed his potential to excel in this role. My vote reflects trust in his capabilities and a desire to see him contribute to the DAO’s initiatives for the benefit of the entire community.

I also admire the strength and experience that SEED brings to the table; they have made significant contributions to the DAO and would no doubt be a good candidate for this position. However, based on my direct experience with Saswat, his global vision, problem-solving approach, and dedication, I believe he can offer a unique and valuable approach to the position.

Dev Tooling: ariutokintumi
I am voting for ariutokintumi because I believe Germán and Arturo will bring technical expertise, entrepreneurship, and community-building to the Dev Tooling role. I believe their application showcases their commitment to lowering barriers and improving the developer experience. They’ve demonstrated a consistent drive for onboarding new developers across LATAM through hackathon initiatives like ETH Cinco de Mayo which grows with each iteration. I’m confident that they will help in growing Arbitrum’s developer ecosystem and bring valuable contributions to the DAO.

Gaming: Erezedor
I’m backing Carlos and Alejandro for their strong technical background and market insight. Carlos shows in his application an ability to build and assess gaming infrastructure through his work with L3 appchains and hackathon wins. Alejandro’s experience with top publishers brings market perspectives on feasibility and adoption. Together, they tackle scalability, user experience, and economic sustainability.

They show a vision for specialized L3 chains, Stylus optimization, and onboarding. This can propel Arbitrum’s gaming ecosystem. They also commit to impartiality in their evaluations, which positions them to make impactful decisions for the role.

Gaming
Voted: Flook
Great balance between Flook and Nikki gives a good team that could work well for this domain. It was seen in the past version of the program. Since their goal is to attract web2 studios to build web3 games, their reach is very valuable. They both have good reach on their Twitter channel and Nikki on streaming platforms.

Dev Tooling on One and Stylus
Voted: Andreiv
All candidates were very interesting here. After watching the recording, I decided to vote for Andreiv. His past experience as a developer showed he understands the problems developers face and what are the missing pieces to really propel the ecosystem. Also, I believe that he will bring his direct and no-bullshit mentality and could help build great tools for developers.

Education, Community Growth, and Events
Voted: SEEDGov
After reviewing the applicant, I decided to vote for SEEDGov, the existing domain allocator. Their experiences and connections in these industries with organizing events, building communities, etc., would really benefit them to run this domain successfully.

Since these domains address new projects, I decided to vote for a new candidate, Gabriel. His past experience in crypto gives him a wide knowledge in the field. Also, his key areas of vision for the domains are the right mix of fresh ideas in crypto. I think his role in this field will attract a lot of new exciting projects to build on Arbitrum.
