1. [Constitutional AIP] Activate Arbitrum BoLD + Infura Nova Validator Whitelist (voting ends on 23rd Jan, Thursday)

BoLD is a new dispute resolution protocol enabling permissionless validation. If approved, anyone can participate in validation and defend against malicious claims to an Arbitrum chain’s state. This upgrade will be a major step towards recognizing the Arbitrum tech stack as a Stage 2 Ethereum rollup.

:arrow_right: Currently, Arbitrum chains rely on a permissioned set of validators to prevent delay attacks. With BoLD enforcing a fixed time limit on dispute resolution, delay risks are mitigated, making permissionless validation possible.

:arrow_right: The DAO also previously voted to fund the Arbitrum Foundation as the first active proposer for Arbitrum One if the BoLD upgrade is approved. If the DAO rejects BoLD, the Foundation will return the full funds to the DAO within 30 days.

:arrow_right: This onchain AIP also includes a change to whitelist Infura as an Arbitrum Nova validator. Infura, with its proven track record in blockchain infra, already serves on Nova’s DAC. The DAO had previously approved this whitelist on Snapshot.

As per the completed Domain Allocator Offerings Grant Program - Season 3 temperature check, and following a call for applications, elections for the domains of the Arbitrum D.A.O. Grant Program are now open, with separate votes for each domain.

2. The Watchdog: Arbitrum DAO’s Grant Misuse Bounty Program (Voting ends on 23rd Jan, Thursday)

:arrow_right: The Grant Misuse Bounty Program rewards individuals for anonymously reporting misuse of DAO-allocated funds. It applies to all DAO-funded initiatives and includes a committee review to determine the validity and severity of reports.
:arrow_right: This program creates a decentralized system for detecting and addressing abuse, ensuring financial health and integrity while protecting whistleblowers. It aims to foster accountability, vigilance, and good intentions within the Arbitrum DAO ecosystem, and encouraging white-hat contributions.
:arrow_right: By being able to identify misappropriated funds, the DAO would be able to: to recapture some of the funds, identify possible improvement opportunities in the underlying programs and make more informed decisions surrounding the recognized bad actors in the future. Furthermore, the existence of such a bounty program will likely deter malicious actors in the first place.
:arrow_right: If the proposal passes a temperature check, Entropy will manage a selection process to determine a suitable platform to host the Watchdog program.
:arrow_right: Budget: 400,000 ARB + the necessary amount of ARB for the selected bounty platform (determined by RFP process) will be sent to a new MSS multisig in order to facilitate the program.
