[Non-consitutional] User Research: Why do people even build on Arbitrum, anyway?

I think research initiatives like this are valuable because they give us practical insights into the Arbitrum ecosystem. The goals and deliverables in this proposal could really complement other research efforts within the DAO. The budget seems reasonable to me, and we should welcome any information that adds value.
