Vote/rationale: FOR - Arbitrum DAO needs valuable delegates, that have the knowledge, interest and dedication to improve and expand the Arbitrum ecosystem. This program is a first step in that direction.

If other DAOs are more appealing for analysts that have specifically been trained on Arbitrum DAO, this signals a problem with the DAO, not with the program.

Sending the remaining funds to the TMC seems a first step in the right direction, that should be followed by the implementation of a procedure to effectively satisfy the DAO’s need of USD-stablecoins.

Vote/rationale: FOR - Funding allocation to USDM was decided by the STEP Committee. As the project is being wound down, it is natural that the funding goes back to the STEP Committee and gets reallocated to another project.
