Two members have requested key rotations.

  • Gauntlet are resigning from the Security Council and Patrick Collins will replace John Morrow,

  • Certora will replace Elad with Tigran.

To replace John Morrow, the Security Council has conducted the following actions:

  • 9 out of 12 members voted to remove John Morrow,

  • 9 out of 12 members voted to appoint Patrick Collins (Cyfrin) as the new Security Council member.

The vote to remove John Morrow is necessary as there is no mechanism that allows a Security Council member to resign. His replacement was chosen and voted on by the Security Council to ensure there are 12 members.

Both the vote to remove and to replace a Security Council member are permitted by the Arbitrum Constitution:

Security Council members may only be removed prior to the end of their terms under two conditions:

  1. At least 10% of all Votable Tokens have cast votes either “in favor” of removal or “abstain”, and at least 5/6 (83.33%) of all cast votes are “in favor” of removal; or

  2. At least 9 of the Security Council members vote in favor of removal.

The seats of Security Council members who have been removed prior to the end of their respective terms shall remain unfilled until the next election that such seats are up for appointment, unless otherwise replaced prior to such next election by a vote of at least 9 of the Security Council members

The implementation of the key rotation was performed by a non-emergency security council action followed by 3 emergency actions (one per security council safe). This enabled the new Security Council members to be installed immediately.
