[RFC] Empowering Underrepresented Delegates

we do not believe delegating treasury ARB is an ideal solution given that ARB governance power is one of the core value propositions of holding ARB today. We hope to return value to token holders in the future, but we want to ensure the voter base that shapes our path to value accrual has “skin in the game” rather than receiving delegation with no monetary stake.
