1. Constitutional AIP: ArbOS61 Elara Upgrade

This AIP proposes to upgrade Arbitrum One and Arbitrum Nova to ArbOS 61 Elara, with the following changes:

  1. Increased smart contract code size limit of 96 KB for Stylus smart contracts and accompanying changes to the Stylus Rust SDK.
  2. A change to allow Offchain to modify the minimum L2 base fee on Arbitrum One and Nova, between 0.01 gwei and 0.10 gwei (inclusive).

Since the temperature check, Offchain are no longer requesting the ArbitrumDAO to grant them special privileges to modify the Dynamic Pricing parameters, as Dynamic Pricing is no longer being proposed to be activated as part of this proposal.

Furthermore, to address a bug identified during the testing of ArbOS 60, Offchain released a corrected version, named ArbOS 61, which is otherwise identical in scope to ArbOS 60.

1. Ratification of Security Council Election Process Improvements

This proposal aims to ratify the DAO’s support for the inclusion of the following four (previously suggested) improvements to the Security Council election process:

  • Increase the Security Council cohort duration from 1 year to 2 years, therefore reducing election frequency from twice a year to once a year.
  • Reduce the qualification threshold in the Nominee Selection phase, from 0.2% to 0.1% of votable ARB.
  • Enable Security Council candidates to rotate their keys during the Compliance phase of the election.
  • Enable Security Council members to rotate their keys at any time during their term.
