Onchain Proposals
1. Fund the Stylus Sprint (Voting ends on Oct 24, Thursday)
This AIP proposes to launch a Stylus-focused grant program to encourage early development of Stylus smart contracts and tooling.
The sprint will award up to 5M ARB to teams building on Stylus. Applications will be open for 8 weeks with a 2 week review period and program length of 1 year.
An Evaluation Committee of 7 and Committee Advisor will review applications and facilitate the program.

2. Arbitrum DAO Delegate Incentive Program (DIP) (Voting ends on Oct 24, Thursday)
This AIP proposes to expand the current DIP for a year with a budget of 10.56M ARB. Some details of the expanded program includes:
Scoring weight changes for participation,
Soft enforcement for DAO’s social agreements, and
A minimum threshold requirement change for delegates to qualify for the program.

1. Reconfirmation votes for GCP Council - Tim Chang and John Kennedy (Voting ends on Oct 24, Thursday)
The Tally vote for establishing the GCP Foundation laid out a process for the creation of the initial GCP Council to govern and oversee the setup and mobilization of GCP.
3 council members were elected and 2 members are to be appointed by the GCP Working Group (WG) who are subject to reconfirmation by the DAO. All Council Members need to be re-elected after a 1 year tenure regardless of elected or nominated status.
The two nominated Council members up for reconfirmation are Tim Chang and John Kennedy, and you can find their profiles in their respective snapshots linked.

2. (V2) Arbitrum Research & Development Collective (ARDC) (Voting ends on Oct 24, Thursday)
@Immutablelawyer is proposing an improved V2 of the ARDC, which includes:
An elected Supervisory Council of 3 to provide comprehensive oversight, strategic alignment, and effective day-to-day operations for the ARDC,
A retainer model for Cost-Effectiveness, where 1/3 of the total cap allocated to each working member’s role will be paid upfront, and the remaining 2/3 tied to project-based deliverables which will be paid in phases: 50% upon commencement of each task, and the final 50% upon successful completion of the task, and
An Extension Option for the ARDC Term: Introducing the possibility to extend the ARDC’s term by an additional six (6) months, pending approval through a Snapshot proposal. This brings the potential total term to one (1) year.

3. Arbitrum Token Swap Pilot Program (Voting ends on Oct 24, Thursday)
In this initial pilot phase, @LuukDAO is proposing to prioritize 19 mature protocols on Arbitrum and swap ARB from the treasury with the 3-7 of the protocols’ tokens, with a maximum swap budget of 2M ARB and a cap of 0.5M ARB per project.
Token swaps provide a robust mechanism for value alignment and bi-directional upside between organizations. In addition to potential financial benefits, they come with governance and utility perks associated with tokens.
By embedding Token Swaps as a vital element of Arbitrum Ecosystem Development and critical programs such as LTIP, Arbitrum can continue pro-actively incentivizing ecosystem growth while receiving additional upside and leverage in the most promising project’s building in its ecosystem.
