1. Improvements to the Arbitrum Audit Program

This proposal seeks to introduce two operational enhancements to the Arbitrum Audit Program (AAP) without increasing the existing budget:

  1. Flexible Alignment Framework: moving from a strict Arbitrum exclusivity requirement to a flexible alignment framework. The previous exclusivity caused operational friction, extended negotiations, and led some quality applicants to opt out of the program. The new framework allows for exemptions if projects commit to meaningful ecosystem alignment.
  2. AI-Security Scans Pilot Program: introducing a pilot program offering AI security scans for early-stage teams that show promise but are not yet prepared for full-scope traditional audits. This aims to serve as an indicator of a codebase’s maturity and improve readiness before undergoing a professional audit.

2. Transfer 6,000 ETH and Idle Stablecoins from the Treasury to the Treasury Management Portfolio

This proposal, authored by Entropy, recommends transferring 6,000 ETH (accrued from network revenue) and approximately $150K of idle USDC from the DAO’s treasury into the Treasury Management Portfolio.

  • Yield Generation on Idle Capital: Currently, this 6,000 ETH is sitting idle in the L2 Treasury Timelock, generating no yield or strategic value. Since the start of the year, the Arbitrum Treasury Management Committee (ATMC) has more than doubled the 30-day average annualized ETH yield to 4.81% as of mid-March.
  • Strategy Flexibility: By allocating the 6,000 ETH to comparable-yield strategies, the DAO could generate an estimated 288.6 ETH annually. The funds will be deployed with strategy flexibility across options like liquid staking/restaking, lending, DEX liquidity provision, and call overwriting, aligned with treasury best practices for principal preservation and yield generation.
