AIP: Funds to bootstrap the first BoLD validator

Hi, I have some questions:

  1. I don’t quite understand what will happen to 4234 ETH after all validators switch to Bold? Why can’t these funds be returned and why keep them constantly?
  2. Second question: I didn’t see where these funds should be taken from?
    ArbitrumDAO has 5134 in ETH
