The capped, per-proposal budget design, clear eligibility requirements, and explicit cost-effectiveness metrics provide strong safeguards against concentration and overspending, while allowing the OpCo to iterate based on observed results.

Reasoning: We support this proposal as an upgrade to Arbitrum One and Nova that advances scalability, fee stability, and long-term technical alignment with upcoming EVM standards. Bundling the ArbOS 51 Dia activation with the gas target and pricing algorithm updates is sensible, given that both items have already received positive signals through temperature checks and are tightly interdependent from an execution and network-performance perspective.

The changes introduce meaningful improvements: Fusaka compatibility, foundations for multidimensional gas pricing, higher effective throughput, and more resilient L2 fee dynamics, while maintaining strong safeguards through audits, testnet deployments, and a clearly defined activation process.
