OpCo Update October 2026

Oversight and Transparency Committee (OAT)

The Oversight and Transparency Committee (OAT), composed of Patrick McCorry, A.J. Warner, Pedro Breuer, Gavin Wang, and Traversi Normandi, has been fulfilling its mandate over the past month, working on the following:

  • Ηolding recurring meetings with the OpCo team to provide support and feedback on their strategy and operations.
  • Under the USDG proposal (see below), the OAT has been mandated to set the KPIs for the initiative. The OAT has already begun conversations with OpCo and Entropy for this purpose.
  • The OAT continues to oversee OpCo’s role in the AGV wind-down. In addition, the OAT has taken on an operational role as one of the members of the GCP Foundation Council through the end of the year.
  • The OAT continues in its role as Entropy’s counterparty, reviewing and approving ATMC allocation proposals. This month, we reviewed and approved several reallocations related to initiatives focused on growing USDG on Arbitrum One.
  • The OAT also continues in its role as Entropy’s counterparty in the negotiation over the 10M ARB set aside. Negotiations are ongoing as we work to find the structure that best aligns incentives and protects the DAO’s interests.

OpCo

Cross-AAE Collaboration

USDG

After USDG launched on Arbitrum on October 6, OpCo remains involved, mainly on the coordination front between the Arbitrum Foundation, Offchain Labs, Entropy, and OpCo.

Highlights from October:

  • The Arbitrum Foundation launched the Arbitrum Stablecoin Growth Program on October 15. It’s open to protocols that make USDG their main stablecoin on Arbitrum, and includes a 2M ARB prize pool for the first 10 teams to reach $10M in USDG TVL.
  • New integrations went live, including Uniswap liquidity, DeFi Saver, a Twyne vault, and Beefy listing the Gauntlet USDG vault. These integrations join the existing ones by Morpho, Maple, GMX, Fluid, and a vault by Steakhouse. More coming soon.
  • On October 22, partners joined a live stream on X about USDG on Arbitrum.

On the governance side, the Snapshot vote on Adopting USDG as a Core Strategic Initiative for the ArbitrumDAO closed on October 22, with 94.7% of the ~210.7M ARB cast in favor. The onchain vote is scheduled for October 29 to November 12.

Cross-org CRM

We said last month that we’re working on how leads and opportunities move between AAEs. In October, we set up the USDG deal pipeline in the shared CRM and synced it across organizations. Leads for USDG now flow into it, so every AAE involved in moving potential partnerships or integrations forward can see who gets in touch.

Governance & DAO Initiatives

AGV Wind Down

On October 13, we posted an update in the wind-down thread: the OpCo Foundation is now sole director of the GCP Foundation, with no onchain actions or movement of funds involved. Since then, the team has reviewed the GCP Foundation’s accounts and legacy service arrangements to reduce running costs while evaluating go-forward options.

As a reminder, 129.18M ARB and 7M USDC have been returned to the DAO since the wind-down proposal passed.

You can follow the process on the AGV dashboard page.

ATMC

Two of the proposals that passed Snapshot on October 22 affect the ATMC directly:

  • Transfer ETH from the Treasury to the Arbitrum Developer Guild & ATMC’s ETH Treasury Strategies passed with 99.9% in favor. The ask grew from 1,700 ETH at Snapshot to about 1,800 ETH onchain to include ETH that accrued in the treasury after the offchain vote. About 1,714 ETH of sequencer revenue would go to the ATMC’s ETH strategies to restart covered calls, and about 86 ETH of Timeboost and PGA revenue would go to the Arbitrum Developer Guild.
  • The USDG proposal would route AEP fees, net of the Developer Guild’s share, to the ATMC for conversion into USDG. It would also let the ATMC mint USDG, seed liquidity and fund incentive deals within existing IPS thresholds and OAT oversight.

We’ve also added an ATMC page to the OpCo dashboard. It explains how the ATMC works and who does what between Entropy, the OAT, the Arbitrum Foundation, and OpCo.

RAD

We published the October results and sent rewards to all eligible delegates.

With RAD’s mandate set to end at the end of the year, OpCo, in collaboration with the governance team at Arbitrum Foundation, is assessing its impact and exploring options for 2027.

You can follow the program on the RAD dashboard page and check your own participation on My RAD.

Watchdog

No new cases were reported in the Watchdog program in October.

The program’s budget remains in the OpCo-operated multisig, and you can find an overview on the Watchdog dashboard page.

Governance Operations

DAO Calls

  • We ran the Open Discussion of Proposals calls on October 6 (shortened to 30 minutes because the agenda was light) and October 20. Recordings, transcripts, and chat logs are posted in each thread.
  • The 42nd GRC call took place on October 14 in the one-pager format. The recording and transcript are in the thread. The one-pager, and every one after it, is kept on the dashboard’s GRC page.

Biannual Reporting

The OpCo published its last biannual transparency report in May 2026, covering November 2025 through April 2026. To better align our reporting cadence with the calendar year and with the other AAEs, we’ll publish our next biannual report in January 2027, covering May 2026 through December 2026.

This change will bring our biannual cadence to 2 reports: one in July covering January through June, and one in January of the next year covering July through December.

We’ll continue publishing our monthly updates, and we remain available for any questions, either during the scheduled weekly DAO calls or by reaching us directly.
