We understand the sentiment to align with the Questbook cap of $50k, but scaling back would compromise key aspects of the event, such as a planned additional activation that we believe will bring significant value to the Arbitrum ecosystem. This makes the subject of a proposal revision that will come this week.

We got the memo about the current add-ons and their value for the DAO.

That said, we are flexible and open to adjusting the proposal to better accommodate the community’s feedback.

If the DAO feels the initial proposed package is preferable, we are happy to prioritize accordingly.

While Questbook is a valuable funding mechanism, the $67,950 request exceeds its $50k cap. Reducing the budget to fit Questbook would leave out important components of the event.

That being said, we are carefully reviewing this suggestion and exploring a revised proposal that includes an impactful new activation, which will still bring the total cost above $50k. Updates on this will follow soon.

However, we got the general sentiment and we do want to come up with a revised proposal.

Full transparency, as the person that kickstarted this collaboration and initially reached out to the Eth Bucharest team, as well as partially representing Arbitrum at the event and all the logistics involved(paid from my pocket) I was not involved in drafting or strategizing the proposal and will abstain for commenting/voting on it. The Questbook program was not active when we brought Arbitrum at ETH Bucharest last year and it appears to be the case again.

I think that this proposal raises interesting questions that the DAO should consider:

- how does it reward contributors that represent it?
- how does it select them?
- how does it find the IKIGAI between the events and the DAOs interests?

From the introduction, I understand that ETH Bucharest is one of the most important Ethereum gatherings in Eastern Europe, offering Arbitrum significant brand exposure and opportunities to promote its technology. The focus on Stylus workshops and hackathon bounties has the potential to attract developers to explore and use Arbitrum’s technology, which should benefit ecosystem growth.

However, I personally think it would be valuable to establish DAO-level technical support and incubation funding for ongoing communication and collaboration with these developers and teams. Additionally, I find the sponsorship of the dinner and VIP lounge to be less meaningful. The key, in my opinion, is ensuring developers can effectively engage with and utilize Arbitrum.If it works well, a subsequent application for larger scale funding can be made to help these developer communities.

Proposal Summary

We propose an updated collaboration between Arbitrum and ETH Bucharest 2025.

This revision removes the VIP Area and Speaker’s Dinner sponsorship and introduces an Arbitrum x POAP Activation as a central engagement initiative.

By sponsoring the official ETH Bucharest POAP Passport, Arbitrum will take a leading role in gamifying the attendee experience and showcasing the capabilities of the Arbitrum network.


Arbitrum x POAP Activation: Gamified Engagement on the Arbitrum Chain

What is the POAP Passport?

The ETH Bucharest POAP Passport is a collectible and interactive way for attendees to engage with the event. Attendees collect POAPs (Proof of Attendance Protocol tokens) by participating in key activities such as workshops, panels, hackathon challenges, and sponsor activations. Each POAP represents a unique memory and milestone from ETH Bucharest.

How It Works

  • Attendees can collect 5 distinct POAPs at various stations during ETH Bucharest, such as:

    • Claiming the General Attendee POAP
    • Participating in the Arbitrum Workshop.
    • Participating in the ETH Bucharest 2025 Hackathon.
    • Visiting the Arbitrum booth.
    • Joining the keynote presented by Arbitrum.
  • The five POAPs for this activation will be natively minted on the Arbitrum Chain using the POAP.xyz smart contract, reinforcing Arbitrum’s role as a leader in scalable Ethereum solutions. This initiative introduces attendees—many of whom are developers, enthusiasts, and potential collaborators—to the efficiency and versatility of the Arbitrum network

  • To maintain the distinctive, simple, and fun experience that collectors enjoy when minting a POAP on Arbitrum, POAP UX will cover the gas fees.

  • Those who complete their POAP Passport by collecting at least 4/5 available POAPs can:

    • Claim an exclusive prize (e.g., an Arbitrum-branded collectible or NFT).
    • Enter a raffle for larger rewards, such as exclusive swag or premium ETH Bucharest 2026 access.

Resources Required

  • Technical Setup: Minting POAPs on the Arbitrum chain, including support from the POAP tech team.
  • Experience Setup: POAP Passport by poap.studio (definitions, customization and activation, instability, push notifications)
  • On-Site Logistics: POAP distribution at key activities
  • Prizes: Raffle items or exclusive merchandise for attendees completing the Passport.

Updated Funding Request and Rationale

After carefully reviewing the feedback on our initial proposal, we considered reducing the budget and applying through Questbook’s funding program. However, we recently learned that the continuation proposal for Questbook has been postponed. As a result, funds via Questbook will only be available by early March 2025 at the earliest.

Given that ETH Bucharest 2025 is scheduled to begin on April 2, 2025, this short timeframe for funding would leave insufficient time for proper preparation, including securing speakers, organizing workshops, and launching marketing campaigns. Therefore, applying through Questbook is no longer a viable option for this initiative.

Updated Proposal Adjustments:

We’ve also taken into account the community’s feedback regarding the limited perceived value of sponsoring the VIP Area and the Speakers’ Dinner.

Based on this input, we have removed these items from the proposal. In their place, we are excited to introduce a new Arbitrum x POAP Activation:

  • This activation introduces a gamified experience for attendees and marks the opportunity for POAPs to be minted directly on the Arbitrum chain.
  • This initiative not only showcases Arbitrum’s technological capabilities but also creates a unique, memorable, and engaging experience for participants, reinforcing Arbitrum’s presence and innovation within the Ethereum ecosystem.

Why Funding From the Events Budget?
Given the postponement of Questbook funding and the urgency of event preparations, we propose moving forward by submitting this revised proposal for a Snapshot vote to receive funding via the Events Budget. This will ensure:

  1. Timely Execution:
    The event will have the necessary lead time to organize all logistics, secure key participants, and launch effective marketing campaigns.

  2. Community-Aligned Enhancements:
    The introduction of the Arbitrum x POAP Activation reflects a direct response to delegate feedback, replacing lower-priority items like the VIP Area and Speakers’ Dinner with a more impactful initiative.

  3. Maximized Impact:
    By maintaining the event’s comprehensive scope and adding the gamified POAP experience, Arbitrum will enjoy a prominent role at ETH Bucharest, strengthening its ecosystem and visibility within the region and beyond.

Summary:
We respectfully request that this revised proposal be put to vote promptly and, if approved, that funding be allocated through the Events Budget.

This will ensure the successful execution of ETH Bucharest 2025 while addressing community concerns and maximizing the value delivered for Arbitrum.

Yes, slightly increased.

We took out the VIP Area and Speaker’s Dinner sponsorship ( was $ 13,500) and we added the ARB x POAP activation for $15,000).

Although the total budget is slightly increased, the ROI expected from this activation and is also higher than the one from the previous add-ons proposed, as detailed in the reasoning.
