[RFC] (Non-Constitutional) Proposal: Integrating zkTLS-Powered Oracle Solution (zkFetch) for Arbitrum

zkFetch has a good track record, and I don’t see why it wouldn’t be a good idea to integrate it.
The initial $62,000 for development, testing, documentation, marketing, and data integration seems well-allocated. However, the $10,000 monthly cost for API subscriptions and maintenance could become challenging if additional funding or stable income aren’t secured. Ensuring the platform gains enough traction to justify these ongoing expenses will be key to sustaining it long-term.

Unifying Arbitrum’s Mission, Vision, Purpose (MVP)
Thanks to Entropy for elaborate and Castlecap for review this exercise on Unifying Arbitrum DAO’s Vision, Mission, and Goals - #5 by CastleCapital.I’m in favor of the proposal. I believe the phased approach sets a clear path for Arbitrum DAO (ADA) to develop shared, flexible strategic goals that can keep up with market trends and tech demands.Also, the focus on financial sustainability is key for ADA to remain competitive and aligned with the ecosystem’s long-term needs. You also mention the potential to build a strong and coherent identity for ADA, which is crucial for attracting new developers and strengthening the community. This level of clarity and purpose offers a competitive edge over other rollup projects, solidifying Arbitrum as a leader in scalability and decentralization within the blockchain space.I only have one question: What will be the process for adjusting or reevaluating ADA’s long-term goals if there are major shifts in the market or technology?

Dedicated DAO Contributors: Enhancing live initiatives and driving key workstream
I like that the operations plan includes updates, bi-weekly check-ins, reports, and testing for ongoing process improvements. Following this routine will give us solid results, enabling quicker decision-making through constant monitoring. The project stages over six months are well-defined, and I think that’s a good timeframe to see real progress. I believe that with Alex and Joe’s experience, along with Entropy, things will be done right.
I’d just like to know if this is a updated version or a different proposal from the one Joe made a couple of weeks ago, requesting a 200K budget also for 6 months?

[Non-Constitutional] Turbocharge Arbitrum DAO offchain governance
I support this proposal. I believe it’s a relatively low-cost expense that holds significant value, as it’s a tool we use daily. Being on this plan will also help maintain our positioning on the platform (Snapshot).

[Non-Constitutional] Arbitrum DAO Delegate Code of Conduct + Formalizing the DAO’s Operations
I agree with this proposal. It is essential to have a code of conduct for such an important position. If possible, there should be different versions that are updated so that delegates do not forget Arbitrum’s values and the significant responsibility we have.

I believe it’s important to identify the area of expertise of the delegate, perhaps by visually displaying their badges without needing to enter their profile. Something that would be visually appealing for the proposal creator or someone reviewing a proposal for the first time would be to see how valuable their comments have been throughout their time in the forum. This would help filter out the most relevant comments from those that are not.

[Non-Constitutional] Arbitrum Token Swap Pilot Program
I vote against the proposal because it limits participation to projects already on Arbitrum.
A thorough review of the program’s structure is necessary to ensure it maximizes strategic advantages, not just financial ones, thereby strengthening Arbitrum’s overall ecosystem and future growth.

[NON-CONSTITUTIONAL] - Arbitrum Research and Development Collective [Term 2]
I just cast my vote: Voted 100% in favor of the 1.73M USDC + Council option… the least financial risk among the suggested alternatives, enabling the DAO to evaluate the effectiveness of ARDC V2 before committing to larger budgets.

Great proposal!
Right now, the lack of a smooth cross-chain experience is holding back both developers and users, splitting liquidity and making our ecosystem look weaker compared to other rollup options like Optimism. I think it’s important that the proposal not only focuses on interoperability but also lays out a clear strategy for communicating the perks of using Orbit chains so everyone gets it. With cool new features like ‘Fast Withdrawals,’ ‘Enable Clusters,’ and ‘Layer Leap,’ we’re heading toward a more user-friendly ecosystem. Just one suggestion: adding more details about incentives for developers and users would really help drive adoption of these new tools.

First, the introduction of a retainer model for members seems like a positive step towards aligning incentives, but there is a risk that this could lead to inefficiencies if expectations regarding time and deliverables are not managed properly. I recommend implementing clear metrics to assess performance, which would strengthen accountability and maximize value for the DAO. Second, the inclusion of an Optimistic Governance Module is intriguing, but its implementation might require more clarity. How will bureaucratic bottlenecks be mitigated, and what will the veto process look like if proposals initially face no objections? I think this aspect needs more detail to ensure effectiveness in distributed governance environments.

It would be useful to more explicitly establish performance metrics and accountability mechanisms. Otherwise, there is a risk that these committees may operate without effective oversight, which could lead to problems in the future. Additionally, the plan to reinvest sequencer revenues seems promising, but it would be beneficial to have greater transparency regarding the specific strategies that could be adopted to ensure the security of the funds and mitigate risks.Given the current state of ARB token liquidity, how is the plan to convert 15M ARB to stablecoins anticipated to affect relationships with service providers and the overall growth of the Arbitrum ecosystem?

Instead of focusing exclusively on projects already on Arbitrum, including protocols that joined later, like Aave, would expand the program’s reach and potential. Additionally, implementing mechanisms to ensure the long-term commitment of participating projects is crucial. Lastly, the program’s structure should be reviewed to ensure that strategic, not just financial, benefits are maximized for Arbitrum.

Thank you for addressing most of the comments @ DisruptionJoe . I think it’s now clearer how you and Alex will collaborate. From my short experience as a delegate, I’ve noticed your consistent activity, and knowing you’ve already worked with Entropy gives us even more confidence that the processes will run smoothly. We would appreciate @ AlexLumley participation in this proposal to bring another angle and complement each other. I also think six months could be a good start to see results, measure them, and keep giving your best to the ecosystem. I look forward to the new proposal on Tally to make a final decision.

Arbitrum Offsite format: online vs IRL
This is looking even better! Doing it live with quick, real-time interaction will definitely make things more dynamic with synchronous (live). Hopefully, there’ll be a chance for an in-person event down the road to bring the community even closer. I hope for a positive outcome for all the events, and that both have the space to reach the largest and best audience possible.

Establishing a DAO Events Budget for 2025
Nice proposal.Setting aside funds for events helps Arbitrum stay active in the most important crypto spaces, which keeps the community growing and engaged. I also believe, that involving the AF and OCL helps unify the community and prevents conflicting events. It really brings people together and keeps everyone on the same page, which makes the Arbitrum community way stronger. @ Entropy I appreciate you keeping us updated on any changes.

Proposal - Delegate Incentive Program (DIP)
I vote in favor of this new program. I believe that the parameters proposed in the “Delegates Feedback” rubric are fair and will result in helpful feedback, which will ultimately add value to ARB. As a participant in the program, I hope the new phase starts with patience and have good results.
