  • The logic of the two weeks is that given the proposal lifecycle (one week on the forum, one week on Snapshot and then two weeks on Tally). This means that even if a proposal goes through that shortest possible route, it will be covered at least at the proposal and the Tally stage or the Snapshot and the Tally stage.

TL;DR Arbitrum Onboarding V2: A Governance Bootcamp

The Onboarding Working Group consists of myself, Sandra Carillo (@san), and our advisor, Bhaumik Patel, founder of Atrium Academy, a Uniswap hooks incubator.

We propose launching a selective training program designed to onboard high-quality governance contributors to Arbitrum. This initiative builds on insights from our pilot program, previously funded through a small Questbook grant.

Key components include a series of workshops led by high-context DAO stakeholders, hands-on exercises, and dedicated office hours hosted by the Onboarding Working Group to provide a personal, high-touch experience for participants.

Participants who successfully graduate will be matched with an Arbitrum protocol or service provider to support their governance needs. These responsibilities are directly aligned with priorities identified through our user research, which is detailed in the forum post.

Already, seven protocols and service providers have expressed interest in the matching program:
Areta, Event Horizon, Gains Network, Gitcoin, Tally, Plutus DAO, and Uniswap Foundation.

We plan to have an open call for facilitators, specifically high-context stakeholders within the DAO, to lead workshops

Budget Request: $171,481 – includes $45,000 in stipends for program participants matched with protocols or service providers and $3,000 for workshop facilitators. This budget is $21,657 less than the initial Snapshot proposal. Any unused funds will be returned to the DAO.

[CONSTITUTIONAL] Adopt Timeboost + Nova Fee Sweep

This proposal proposes to combine two separate actions into a single on-chain vote for the ArbitrumDAO to consider: the adoption of Timeboost and a Nova Fee Sweep action. Timeboost introduces a new transaction ordering policy for Arbitrum One and Nova. The Nova Fee Sweep action will forward historical transaction fees to the ArbitrumDAO Treasury, a task leftover from the Nova Fee Router Proposal.

As a recap, Timeboost enables auctions for the rights to an express lane on both Arbitrum One and Nova, giving the winner a time advantage for transaction inclusion. Use of bid proceeds from the auction will be at the discretion of the ArbitrumDAO, with the ArbitrumDAO having already signaled strong support for collecting bids in ETH in the temperature check vote on Snapshot.

Meanwhile, the Nova Fee Sweep action applies to historical Nova transaction fees currently held in the L1TimelockAlias; these fees will be swept into the DAO Treasury with the use of the modernized fee collection infrastructure outlined in the Nova Fee Router Proposal. The full balance of ETH–currently 1,885 ETH–will be transferred to the DAO Treasury on Arbitrum One using established smart contract infrastructure.

The exact timestamp of the proposed rollout of Arbitrum One and Arbitrum Nova is estimated to be done within 5 business days after the vote gets executed (assuming it passes).

  • Rationale: Strong execution plans, proven risk management, and realistic yield targets (approx. 8–12%).

ARB On-Chain Strategy (10M ARB):

  • Scope: Deploy 10M ARB in yield-generating on-chain strategies (e.g., covered calls, lending loops).
  • Partners: Karpatkey and Avantgarde & Myso (split 50/50).
  • Concerns: Insufficient operational details, unclear risk management, and yield projections that do not justify the complexity.

3. TMC Recommendation & Rationale

Voting Guidance:

  • Stablecoin Strategy: Vote YES (deploy).
  • ARB Strategy: Vote NO (hold ARB until further robust proposals emerge).
  • Rationale: The stablecoin approach meets DAO risk, yield, and operational criteria; the ARB strategy lacks transparency and presents higher risk with suboptimal returns.

4. Next Steps & Contingencies

Implementation:

  • Phase 1: If stablecoin strategy passes, initiate a three‑month phase for conversion and management.
  • Phase 2: If ARB strategy is not deployed, hold ARB and plan to reinitiate an RFP process after three months.
  • Contingency: If no ARB is deployed at all, modify and resubmit the proposal for further DAO consideration.
