Introduction

Following an ArbitrumDAO vote to wind down the MSS, funds previously controlled by the MSS were transferred to the Arbitrum Foundation, which continues to manage the DAO’s payroll operations. Of the seven initiatives whose funds were transferred from the MSS, only four remained active during this period. Accordingly, we are sharing token flow reporting for funds associated with these initiatives between April and June (Q2) 2026, with the prior period covered here.

Reporting period: 01.04.2026 - 30.06.2026

Scope: The scope of this report includes four* initiatives (each with a separate wallet, as reported here):

  1. Event Horizon
  2. ADPC Security Subsidy Fund (SSF)
  3. Stylus Sprint
  4. Delegate Incentive Program (DIP)

* As mentioned in previous reports, the following initiatives have come to an end and will no longer be reported on:

  1. Hackathon Continuation Program (HCP)
  2. ARDC V2
  3. 2025 Events Budget

Summary

  1. During the reporting period, there were no deposits to these wallets.

  2. During the reporting period, total withdrawals from these wallets were:

  • ARB_ARBITRUM = 742,496
  • USDC_ARBITRUM = 56,402

  1. The remaining funds from the Security Subsidy Fund were returned to the DAO (via the ATMC).

  2. The DAO’s delegation to Event Horizon was undelegated and the ARB was returned to the DAO Treasury.

  3. In recent months, the Arbitrum Foundation began using an aggregator wallet (0x453Fc9b6E5991c574349Da4b7849e2B2BAD4e99E) to centralize and streamline outbound payments, improve operational efficiency, and reduce the risk of double payments across multiple wallets.

MSS wind‑down and consolidation of flows into the Foundation + aggregator wallet clearly improves operational efficiency and reduces execution risk, but it simultaneously removes a community‑controlled layer from the payment stack. In future reports, it would be helpful to see explicit safeguards and accountability mechanisms around the aggregator wallet and Foundation‑managed flows (e.g. periodic independent reviews, signer disclosures, and clear escalation paths) so that efficiency gains do not come at the cost of weaker decentralization and oversight.
