Introduction
ArbitrumDAO recently decided to sunset the MSS and transfer payroll operations to the Arbitrum Foundation. This included operations and management of funds of 7 initiatives that are mentioned below. Since June 2025, the AF has been managing these funds on behalf of the DAO and we are pleased to share the token flow reporting of these funds for the first three months of operation.

Scope: The scope of this report includes 7 initiatives (each with a separate wallet, as reported here):
- Event Horizon
- ADPC Security Subsidy Fund
- Hackathon Continuation Program (HCP)
- Stylus Sprint
- ARDC V2
- 2025 Events Budget
- Delegate Incentive Program (DIP)
Summary
1. During the reporting period, the total deposits to these wallets were:
- ARB_ARBITRUM = 8,100,575
- USDC_ARBITRUM = 3,320,930
- USDCe_ARBITRUM = 8,373, 494
All deposits are handover transactions from MSS addresses.
2. During the reporting period, total withdrawals from these wallets were:
- ARB_ARBITRUM = 1,963,649
- USDC_ARBITRUM = 4,161,803
- USDCe_ARBITRUM = 43,494
Withdrawals include payments (such as payments to program managers, vendors, grantees, etc.), transfers to treasury management wallets and DAO treasury, DIP payments, etc. You can find a granular breakup in the table below.
3. Note that ARDC has ended and its excess funds were sent to the ATMC and DAO Treasury. This wallet will be deprecated.
4. Few audits payouts related to the Security Subsidy Fund remain, pending milestone completion. Excess funds were sent to the ATMC. We’ll continue reporting the flow of funds under this initiative over the coming months. Similarly, the Events Budget wallet also has a 0 closing balance as remaining funds have been sent to the ATMC. We’ll continue including these funds in future reporting.
5. Note that the opening balance (balance as of 06.06.2025) for several initiative wallets is zero. This is because different MSS addresses were sunsetted and handed over to the AF at different dates.
