MSS handover reporting: September 2025 - December 2025

Introduction

Following an ArbitrumDAO vote to wind down the MSS, funds previously controlled by the MSS were transferred to the Arbitrum Foundation, which continues to manage the DAO’s payroll operations. Of the seven initiatives whose funds were transferred from the MSS, only four remain active. Accordingly, we are sharing token flow reporting for funds associated with these initiatives between September and December 2025, with the prior period covered here.

Summary

1. During the reporting period, the total deposits to these wallets were:

ARB_ARBITRUM = 22,500

2. During the reporting period, total withdrawals from these wallets were:

ARB_ARBITRUM = 2,382,857

3. Few audits payouts related to the Security Subsidy Fund remain, pending milestone completion. We’ll continue reporting the flow of funds under this initiative over the coming months.

4. In recent months, the Arbitrum Foundation began using an aggregator wallet (0x453Fc9b6E5991c574349Da4b7849e2B2BAD4e99E) to centralize and streamline outbound payments, improve operational efficiency, and reduce the risk of double payments across multiple wallets.
