    • I could see myself best fitting for Corporate Finance, Capital Allocation, and Financial & Risk Management in the first place and then as well Business Development and Strategy & Operations. As further described under “additional information” my main profession before going full Web3 & Governance was in sales & finance. In this work, I was responsible for analysing data including financial and sales data to identify underlying problems and opportunities, and developing solutions to address these. I was also responsible for managing projects, optimising processes, communicating results and gathering feedback to feed into future actions. I managed teams of 15-35 people and was responsible for providing oversight and performance assessment of these teams.
    • Within Aave and Arbitrum DAOs I have significant experience in providing oversight and feedback in a DAO context including analysing financial performance of protocols and service providers. I have a strong public record of this work with success evidenced by becoming the largest delegate in Aave DAO, trusted by roughly 70 individuals delegating their vote to me.

    • I have been active in the Aave DAO since its inception. First as a voter and commentator. For more than 1.5 years now, I have been the largest independent active delegate. I have also been active in the Arbitrum DAO for a year now.

    • I have been helping the Aave DAO to track costs and make reasonable changes to governance proposals to accordingly adjust and be profitable, having a concrete impact on strategy and management of the now almost $90m annualised revenue.
    • Leveraging my network to help ecosystem partners onboard through governance processes and help them get in touch with the right teams for maximum impact.
    • Daily operational tasks like managing the Aave DAO Forum together with other admins.

    • I have been active in the Arbitrum DAO for nearly a year now. I was able to become a recognised delegate under the DIP.

  • Given the scope of OpCo is relatively broad in its current form, describe how you view OpCo’s role within the DAO and what it should accomplish to deem the entity a success over the next 3-5 years:
    • There should be clear rules and guidelines on all relevant financial decisions, like fixed grant fundings per year, treasury tracking, public dashboards to follow the success or failure of decisions. Proactive problem-solving while keeping and even strengthening the decentralized Ethos, which it is struggling with right now. OPCo needs to be able to identify and address potential risks to the DAO and other important stakeholders to take measures against it and be able to compete with other major L2.

  • 15 years of experience mainly in sales & finance at the biggest retailer in Europe and the 4th biggest in the world. For the past 3.5 years I have been responsible for the biggest market (Germany) gathering relevant KPIs from our stores together with teams of 15-35 people. We then monitor this data to make recommendations to improve measured KPIs via internal projects, training and processes.

    Business Development, Venture Building, and Strategy & Operations: I have extensive experience in Business Development, Venture Building, and Strategy & Operations. As the largest delegate and leader of ACI, the Growth Service Provider to Aave DAO I have had significant impact on driving the strategy and operations of the DAO overseeing incredible growth and increased operational efficiency over several years. In order to deliver value to Aave DAO I built a team of developers, governance experts, and risk analysts at ACI and managed these internal operations alongside broader Aave DAO strategy, Business Development, and Operations.

    Outside of Aave, I am a frequent angel investor across DeFi, Governance, and broader Crypto focussed ventures, often acting as advisor providing guidance on strategy and business development. I also have an interest in broader non-business community development and to further this cofounded Ethereum France in 2015 the organizer of the Largest European Ethereum community conference, the EthCC.

As stated in other sections of this application I have experience in Aave DAO and several other DAOs.

    I am the founder of the Aave Chan Initiative (ACI), a leading service provider for the Aave DAO and the largest delegate. My introduction to the crypto ecosystem began in 2015 with the co-founding of Ethereum France and the organisation of the EthCC conference in Paris. Marc’s diverse experience spans roles at Consensys and Coinhouse, the first French-regulated CASP.

    In 2019, I was pivotal in the launch of Aave, joining EthLend to prepare for Aave V1 in 2020. In 2022, I established the ACI, which now boasts a dedicated team of eight. The ACI is renowned for its innovative products, including Skyward, Orbit, Frontier and Dolce Vita.

Most applicable is domain strategy. I have been responsible at the AF for helping guide the DAO’s progress to date and managing the DAO’s relationship with the AF.

I have worked in the cryptocurrency industry since 2013 with a predominant academic and research background. I am still an active peer reviewer for conferences like Financial Cryptography, Science of Blockchain Conference (SBC), and others. In recent years, my focus has changed from writing papers to educational pursuits, working with the ArbitrumDAO, and generally how to handle more ‘people’ than ‘technical’ problems.

  • Detail your experience in advisory, governance, and/or oversight roles:

I assist (when necessary) any DAO proposal, manage relationships with delegates and contributors to keep them abreast on what is happening in the DAO, and support efforts at the AF to ensure authors of proposals execute what they promised the ArbitrumDAO.

  • Have you previously contributed to the Arbitrum DAO? Describe any relevant experiences through which you’ve gained an understanding of the DAO’s current structure, contributors, and programs:

On my third day at the AF, over the weekend, I had to handle the AIP 1 crisis, alongside nearly all fires that have erupted in the DAO over the years.

I am heavily involved in the operational stage, post DAO approval, for proposals. For example, relevant to the OpCo, I was involved in helping to operationalise the GCP. Additionally, I’ve been involved in helping to author proposals on behalf of the AF that are published to the ArbitrumDAO.

  • Given the scope of OpCo is relatively broad in its current form, describe how you view OpCo’s role within the DAO and what it should accomplish to deem the entity a success over the next 3-5 years:

The DAO is facing several problems at the moment including proposal gridlocks, inefficient processes, and vendors significantly overcharging for services. This has happened because:

  1. AF/OCL, alongside other natural and long-term focused stakeholders, did not participate in the DAO,
  2. DAO did not have full time and dedicated contributors who could lead the effort on initiatives.

OpCo aims to alleviate the second issue. It allows the DAO to create its own foundation, hire full time contributors, and to ensure there is always a team ready to execute on proposals on behalf of the DAO. Additionally, it can act as a coordination amongst Arbitrum Aligned Entities (like AF/GCP/OCL/Entropy), to ensure the DAO can maximise the utility offered by the various teams.

I’d measure the success of OpCo, in the next 3-5 years, by its ability to not only onboard a strong team whose only interest is the success of the ArbitrumDAO, but also whether it has enabled the DAO to allocate proposals to full-time and Arbitrum-aligned teams who can execute on its behalf. Vendors should no longer negotiate with the DAO, contributors should see a path to full time employment & work within the DAO, and proposals should not be held up due to a chaotic and somewhat arbitrary review process.

First hire and now General Manager and a Director of the dYdX Operations subDAO. The subDAO runs community-owned infrastructure for the dYdX Chain, most notably the web and mobile front ends, the Chain indexer, and fosters communication among the independent chain validators. As such I built a highly skilled team leading it throughout the transition to, and launch of the dYdX Chain and our expansion since. This experience positions me perfectly for the OAT as I have first-hand experience in building and expanding a subDAO entity, by doing that I have shown to be competent in all of the three mentioned areas.

Within the last 8 years I have supported various orgs on Stategy&Operations - from leading a team of 40 at at the time Youtube’s most successful children animation studio, to setting up a DAO from scratch for an NFT company, which was producing NFTs for Batman etc. On top of it as a trained mechanical engineer I thrive on designing processes, implementing new ones, and optimizing poor ones. Most recently I was brought in to manage the dYdX subDAO, which I scaled, recruiting top-tier talent across 3 different domains. As part of this I have to make sure that our strategy is aligned with the wider ecosystem (dYdX Labs, dYdX Foundation, the community, and other stakeholders) and financially sound. Additionally I am constantly forging new relationships with potential partners, service providers, etc.

Starting in 2021 I have been involved in many different DAOs as a community member and contributor, and since I started at the dYdX Ops subDAO I have lived and breathed governance. This ranges from drafting proposals for community approval of initiatives that go beyond the previously approved mandate, to funding proposals for term extensions and regular community and finance updates on the subDAO’s activities and performance. Making sure the subDAO serves the community mandate and providing insight into how the subDAO can do so are my highest priorities.

I have not actively contributed to the Arbitrum DAO yet. I have however followed the proposal for the OpCo very closely and also added a couple of comments to the discussion, sharing some of the lessons I have learned at dYdX. Additionally, I was able to have fruitful discussions with some team members from Entropy, L2Beat, Areta, and other delegates during ETHDenver—from what I understand, the DAO is struggling with operations across most of the many initiatives that are currently being pursued by the DAO. This includes but is not limited to, a lack of overview of what programs are ongoing, how they are performing, and what the DAO’s overall vision, strategy, and priority for these is.
Additionally, the current ARDC V2 Ops Lead is my wife (see also Disclosures below)—as a result, despite not having actively contributed I am well aware of the Arbitrum DAO dynamics, programs, and challenges.

Experience shows that it is best if the DAO provide very clear instructions on what needs to be done, and the external entity then figure out the how, subject to any restrictions placed on it by the DAO. Notably, when firm control by the DAO conflicts with operational efficiency, the priority should be on the DAO governance retaining tight control over the entity. I’m certain that my previous work experience has a perfect fit into the “corporate finance” track. I graduated from one of the top ranked universities in the UK for Economics. My hands-on responsibilities included - conducting industry wide and product specific research, gathering and presenting various data sets and building presentations. On a more technical level I had to build financial models which allowed me to disentangle situations under various angles. One of the most common analyses is the Discounted Cashflow Model - which allows to value the company, however there are a lot of other various angles financial analysis can take, such as how much debt can a company carry, M&A model to show what a combined entity would look like and so on.

Intuitively my understanding of the situation around OpCo is that there has to be an “operational model” which would aggregate bottom up financial and operational data. Under the umbrella of the operational model, we’ll be able to track how our operations are going, is the capital being utilized efficiently, is Arbitrum DAO as an entity operating efficiently.

Before joining blockchain “rabbit hole” I covered deals with a total value of c. 1bn USD. It is considerable experience which allowed me to acquire such key hard skills as budgeting, development of financial strategy and capital allocation.

In 2016 I came across Ethereum, and instantly “fell down the blockchain rabbit hole”. I was developing my understanding of the sector ground up from building mining rigs to conducting research into mechanisms of consensuses. In 2018 I decided to leave the field of investment banking to pursue my interest in blockchain. Together with a group of likeminded individuals we endeavored to set up a fund, which would invest into blockchain based assets. This work was the main pivot driving further research – from attending conferences to exploring blockchain analytical tools.

Further on I got involved within ENS protocol. I have witnessed the development of ENS DAO since the very first steps in 2021. I’ve been an active contributor raising important issues throughout ENS DAO matters. I was gradually growing within ENS DAO and my involvement was recognized in the form of considerable delegated voting power. To date I’m holding c. 92K votes within ENS DAO, being top-10 by voting power.

The corporate finance department within the investment bank is effectively an advisory business. Normally you’d be presented with quite an ambiguous case and your role would be to synthesize it in such a way so that it would be understood by a variety of stakeholders and provide clear actionable scenarios. Pipeline of potential projects was fairly chaotic, new deals would either be fed through senior bankers or directly via brand awareness. Normally you wouldn’t know what kind of industry you are going to have to deal with, until you get your hands on the case. To be able to work in such a volatile environment is a very useful skill, as you’ll never know what the next challenge within the blockchain environment would be.

Previously I worked for Avantgarde finance as DAO relations manager, I got exposure to the Arbitrum ecosystem advancing the business interests of my employer. Specific context was that Avantgarde is the asset management firm, as such I was exploring possibilities to apply our expertise within the DAO. That required fundamental and pretty wide research of the ecosystem. I currently work for Stablelab as a governance analyst. In that capacity I follow Arbitrum very closely. I support my team by drafting proposals, and voicing our opinion on various issues by participating in forum discourse and voting.

Given the scope of OpCo is relatively broad in its current form, describe how you view OpCo’s role within the DAO and what it should accomplish to deem the entity a success over the next 3-5 years

This is the most challenging question on this application. I’ll be honest - in my opinion it is difficult to forecast anything on a 3-5 years horizon even within the universe of large cap public companies with perfect IFRS reporting and stable capital markets, let alone within the universe of blockchain protocols. It is always a great idea to have some abstract North Star to follow, however I would like to avoid going for such notions as decentralization, freedom to transact and other core high level principles we stand for as a community. Instead in my statement I would to highlight some of the general issues we are facing but focus on a much shorter horizon - these include among others:

  • Align OpCo’s work with current service providers. One good example of such an entity would be R3gen, they are doing outstanding work in terms of delivering integrated financial and operational statements. It is OpCo’s responsibility to build on existing relationships and operations.

  • At the moment Arbitrum has many moving parts to the extent that it’s difficult to find your way around, one of the challenges OpCo should be able to tackle is to brush the ecosystem up. That way any curious individual will be able to quickly dive into the DAO.

  • Seeing how initially the idea is that OpCo will be focused on Ecosystem Support and Financial management domains, establish effective lines of communication with people running other key initiatives.

  • OpCo should very actively help new individuals / teams join the DAO, in other words there has to be a very simple mechanism for external agents to discover opportunities within DAO and apply their skills with appropriate compensation.

From a delegate’s perspective, it can be tough to juggle numerous proposals, discussions, and committees—especially when most delegates have other full-time commitments. This slows everything down and makes it hard to execute effectively.

I see OpCo as the missing coordination layer between the DAO and full-time Arbitrum entities like Offchain Labs, the Arbitrum Foundation, and Entropy.

For OpCo to succeed over the next 3-5 years, it needs to:

  • Work with the full-time Arbitrum entities to define priorities and help deliver on them in a way that provides real ROI for the DAO.
  • Let delegates spend their time on what matters, by shifting their role to focus on high-level accountability and providing feedback, rather than getting bogged down into all the details.
  • Cut through the red tape so contributors and service providers can jump right in and get stuff done without endless forum proposals and discussions.

I was involved in SEED Latam (formerly DeFi Latam) alongside whom I actively participated in MakerDAO governance and with whom I began my involvement in the Arbitrum DAO.

I am part of the core team of Ethereum Argentina, a non-profit organization that organizes the largest Ethereum conference in Argentina and Latin America.

Since July, 2024, I left SEED Latam and have been actively contributing to Arbitrum DAO as an active delegate.

In MakerDAO governance, I led the creation of the Sovereign Finance AVC, a special committee dedicated to engaging with the DAO’s key stakeholders and overseeing their operations.

At the same time, I collaborated with the Seed Latam team in their involvement with the Arbitrum DAO, though my public and active engagement only began in October 2023. In January 2024, I led SEED’s application and participation in the LTIPP as an advisor to protocols (and later in B.STIP). This experience allowed me to connect with and understand the perspectives of the DAO’s various stakeholders.

In July of 2024, I announced that I was no longer collaborating with SEED. Since then, I’ve been contributing to the DAO in a personal capacity. Currently, I am an active delegate and member of the DIP.

If you review my history in the DAO, you’ll realize that transparency is important to me. I often review and comment on reports, being meticulous with the information presented, and I demand results that align with what was promised.

Yes, as mentioned I joined the DAO since its inception and served as an Advisor in both LTIPP and STIP backfund. Currently I’m part of the Delegates Incentive Program which evaluates the value of delegates’ contributions and assigns tiers based on the quality of participation. So far so good, which is why I am committed and eager to take on an even more operational role in the DAO.

  • Given the scope of OpCo is relatively broad in its current form, describe how you view OpCo’s role within the DAO and what it should accomplish to deem the entity a success over the next 3-5 years:

The OpCo arises from several needs of the DAO that it has been unable to address through its current decision-making mechanism, mainly:

  • Inefficient engagement with service providers

  • Difficulty in executing action items after identifying problems

  • Challenges in retaining talent

Another characteristic of these two years since the TGE and the inception of the DAO has been the lack of coordination and connection among all participants in Arbitrum’s broader ecosystem: the DAO, OCL, Arbitrum Foundation, builders, and users.

For various reasons—including the decentralized nature of responsibility in proposals and their execution, the lack of oversight and continuity in planning, and the absence of a long-term vision—a negative sentiment and perception have emerged regarding the DAO and its interactions with builders and users.

The DAO’s primary interest is the success of Arbitrum, its builders, and its users. However, it is not perceived that way. This is not only evident in the noise and drama on CT but also in the lack of active participation from various stakeholders in the DAO.

For all the reasons I’ve described, the OpCo will be successful if it:

  • Manages to establish a team that properly understands the DAO’s vision and efficiently executes the necessary action items to implement that vision.
  • It aligns and coordinates Arbitrum stakeholders, creating synergy for leveraging the available resources to drive ecosystem growth.
  • It positions the Arbitrum DAO as the go-to place for doing business in and with Arbitrum.
  • In coordination with AF and OCL, position Arbitrum as the leading L2 across all metrics, but primarily TVL, TVS, and ETH inflow. Arbitrum is already the best place to build. It should also be the leading L2.

The next steps in the process are as follows:

  • Candidate Eligibility Evaluation – To be finalized by Wednesday, March 26th, with eligible candidates announced on the forum.
  • Candidate Introductions Call – An open and recorded call will be held on Thursday, March 27th, from 9:00 to 10:30 AM ET, providing eligible applicants and nominees an opportunity to advocate for their selection. This call will be added to the governance calendar shortly.
