The Odia Web3 Localization Initiative (OWLI) proposes to translate core Arbitrum and Ethereum educational content into Odia, onboarding a potential 40M+ speakers into the Web3 ecosystem. This project addresses a critical barrier to global adoption and aligns perfectly with Arbitrum’s mission of ecosystem growth and education.
1. Project Description & Problem Statement
The Web3 ecosystem, for all its promise of decentralization, remains largely inaccessible to non-English speakers. The Odia-speaking population of India, over 40 million strong, is effectively excluded due to a complete lack of technical and educational resources in their native language. This creates a significant adoption barrier, limiting the growth and diversity of the Arbitrum and broader Ethereum community. OWLI will solve this by building essential linguistic infrastructure.
2. Solution & Scope of Work
OWLI will execute a phased translation of the most critical educational resources, starting with content most relevant to new users.
Phase 1: Foundation (Months 1-3)
- Deliverable 1: Full translation of the Arbitrum Documentation Portal (Key sections: “Getting Started,” “What is a Rollup?” “Bridging Assets”).
- Deliverable 2: Translation of Ethereum.org’s “Learn” module (Pages: “What is Web3?”, “What is ETH?”, “What is a Wallet?”).
- Deliverable 3: Establishment of a public, open-source Odia Web3 Glossary to ensure consistency across all future translations.
Phase 2: Growth (Months 4-6)
- Deliverable 4: Translation of key user guides for major Arbitrum dApps (e.g., a “How to Use Uniswap on Arbitrum” guide).
- Deliverable 5: Host 2 virtual “Web3 Basics” workshops in Odia to directly onboard users.
3. Value to the Arbitrum Ecosystem
- User Acquisition: Directly taps into a massive, untapped market of 40M+ potential users.
- Ecosystem Growth: Increases the user base for Arbitrum-based dApps and protocols.
- Brand Alignment: Positions Arbitrum as the most accessible and community-focused L2, dedicated to true global decentralization.
- Public Good: All translated materials will be open-source, serving as a permanent public good for the entire ecosystem.
4. Project Execution & Team
Project Lead: Manas Ranjan Behera
- Relevant Experience: 7+ years in the Odisha Civil Service managing large-scale government projects (PM Awas Yojana), stakeholder coordination, and public fund allocation. M.Phil. in Development Studies from TISS.
- Web3 Involvement: Active contributor in governance discussions in BanklessDAO and GitcoinDAO.
We will engage a team of native Odia-speaking translators with technical proficiencies to ensure accuracy. The project will be managed using agile methodologies, with progress publicly reported on a project blog and GitHub.
5. Budget Breakdown
We request a grant of $17,500 in USDC/ARB to be distributed across two milestones.

7. Conclusion
The OWLI is more than a translation project; it is an onboarding infrastructure. By funding this initiative, the Arbitrum DAO will make a strategic investment in global adoption, demonstrating a commitment to inclusivity that goes beyond the English-speaking world. We are confident this project will deliver significant, measurable value to the ecosystem.
