Security Council Election process is complete
The 13-day Grace Period has ended, which means the election results from May 3rd have been effectuated.

The ARDC has been very active over the past week, sharing important updates on various proposals and concerns within the DAO.

Arbitrum Development Proposal Committee (ADPC) Updates
The Arbitrum Development Proposal Committee (ADPC) has been actively working on several key initiatives. Here are the latest updates:
Committee Structure
The ADPC has published the Committee Structure and is eagerly looking forward to the community’s feedback on it.
Publication of RFP Documents
The ADPC is in the final stages of publishing the Request for Proposal (RFP) documents. While almost everything is in place, the committee is waiting to incorporate feedback from the Arbitrum Foundation’s legal team. Discussions with the legal team are currently ongoing to finalize these details.
- Technical requirements have been obtained from DeDaub, and the only remaining task is to refine the RFP documents in alignment with the Foundation.
- The committee is optimistic about publishing the documents as soon as possible and will provide guidance on the application process at the time of publication.
Bi-weekly Call Recording
The ADPC has also shared its bi-weekly card recording for additional insights.
These updates reflect the committee’s ongoing efforts to keep the community informed and engaged in the development process.

[Non-Constitutional] Pilot Phase: Arbitrum Venture Initiative
The Arbitrum Ventures Initiative (AVI) is designed to accelerate growth in the Arbitrum ecosystem through strategic large-scale investments, expanding beyond traditional grants to include a variety of financial instruments such as venture capital and revenue-sharing.
Rationale
The proposal aims to define an effective approach for ArbitrumDAO to set up an Ecosystem Fund that would support ventures aligned with the ecosystem through venture programs (e.g., VCs, venture builders, accelerators, etc.) and direct investing.
Implementation
The focus of this proposal is on a ‘pilot sprint,’ which will:
- Facilitate an IRL thesis development event and a series of online workshops leading up to it, involving experts and key stakeholders to develop the thesis and strategy in agreed-upon target areas for venture programs.
- Conduct a market consultation with at least 30 founders and 15 funds to assess market perceptions of the opportunity.
The insights and resulting thesis from these activities will be documented in a report to equip the delegates and the group working on the thesis with relevant insights.

[Non-constitutional] Establish a Short Term Marketing Program
This proposal aims to set up a high-impact marketing initiative to amplify upcoming incentive programs, seeking 238,500 ARB to fund various short-term marketing effort
Rationale
Arbitrum DAO is rolling out ~$60 million in incentives through the LTIPP and STIP.b programs in the next few months. Currently, there is no plan for ecosystem-level marketing campaigns to drive awareness and engagement.
Without proper marketing, these programs risk underperformance despite significant financial investment.
This proposal addresses the need for a coordinated marketing effort to ensure the success of these incentive programs.
Implementation
- Discoverability Page: Develop a page to centralize information about participating projects and opportunities.
- Unified Brand Identity: Create a cohesive brand identity and messaging for the incentive programs.
- Content Strategy: Execute a comprehensive content strategy, including social media posts, blogs, and videos.
- Coordination and Oversight:
- 404 DAO: Coordinate between all parties and manage the creation of the Notion Hub.
- Rogue House: Lead the marketing strategy, execution, and creation of brand assets.
- Advisory Council: Provide oversight and insights to ensure the DAO’s best interests are prioritized.

" Grant Request - Curve Finance (Tally)"
This proposal seeks support for a standalone grant application by LlamaRisk to boost the growth of Curve Finance on Arbitrum.
It is not part of LTIPP but follows a similar model and timeline. If approved, it can be monitored under LTIPP.
Michael Egorov will match the grant with 237,500 ARB from his personal holdings.

"Pilot Phase: M&A for Arbitrum DAO (Tally)"
The 8-weeks M&A pilot phase proposal is the next step toward the Arbitrum M&A proposal outlining the opportunity for Arbitrum DAO to form an M&A Unit focused on identifying and executing on acquisition opportunities.

"Front-end interface to force transaction inclusion during sequencer downtime (Tally)"
WakeUp Labs proposal outlines the development of a simple but effective front-end interface that enables users to force-include transactions directly on L1 when the Arbitrum Sequencer is down, aiming to increase trust among end-users navigating the Arbitrum ecosystem.

" Catalyze Gaming Ecosystem Growth on Arbitrum (Tally)"
The GCP is meant to serve as a catalyst, not a comprehensive program, with a focus around onboarding and supporting high quality builders. After the roll out of the GCP, the aim is to use its learnings to mature the organization into a longer-term gaming program with a comprehensive approach to game ecosystem growth.
This is a three-year program and forecasted amounts may change / require amendment(s) as the program evolves. Any unutilized ARB at the end of the program duration will be returned to the DAO treasury.

" Arbitrum Multi-sig Support Service (MSS) (Snapshot)"
This proposal outlines the creation of a “Multi-sig Support Service” (MSS) to reduce costs, improve efficiency, and enhance transparency.
