Draft Arbitrum DAO Problem Register (Request for validation and omissions)

Hi everyone,

I’ve put together a structured attempt to identify and document the principal problems currently affecting Arbitrum governance and ecosystem operation.

I notice that acros all the forum discussions, proposals, and program retrospectives, many of these issues are discussed individually, but there doesn’t appear to be a single consolidated view of them. So, this is an attempt to bring them together into a single, structured problem register.

The document identifies 28 problems and groups them broadly across:

  • governance structure and legitimacy (e.g. AIP-1, quorum design)

  • participation and incentive dynamics (e.g. delegation, incentive programs)

  • treasury management and capital allocation

  • strategy and coordination

  • and protocol-level design (e.g. sequencer, Timeboost)

I’m sharing this as a draft for validation before moving on to any analysis of solutions.

What I’m looking to test is whether the problem set itself is:

  • complete (or at least close to it)

  • accurately stated

  • and supported by appropriate evidence

Specific questions:

  1. Are there any major problems missing?

  2. Are any problems misstated or overstated?

  3. Does the evidence fail to support any of the claims?

  4. Are there important discussions or sources that should be included?

I’ll leave this open for feedback until Friday, 17 April 2026, then incorporate any corrections and move on to the next stage.
