While I have previously had a wide range of work experiences including many years in Operations, Growth and Private Equity prior to becoming active in crypto and DAOs. Still in the context of this application the area of responsibility that most closely aligns is Governance Expert. This is a reflection that what I would hope to bring to the oversight board is the ability to articulate the expectation of the DAO on how GCP fits within the DAO and wider Arbitrum ecosystems.

Having the privilege to be involved from the early days of both GMX and Arbitrum, provided an opportunity to not only observe but participate in the forming of this robust community and ecosystem that has grown and made Arbitrum the home of Ethereum DeFi.

Growing Arbitrum as the definitive scaling solution to secure assets, execute transactions and onboard users to the blockchain means going beyond DeFi and leveraging key vertices including Gaming, Social and Media to deliver the next leg of growth and onboard 100s of millions of users. Incentives are only a small part of the solution, we need to ensure that we have a sustainable DAO that can fund growing Arbitrum today and also strategically invest and capture value over time from the immense opportunities that will be unlocked by making Arbitrum the preferred execution layer of web3.

Cool, Cool, Cool, thatā€™s why Arbitrum, but why you??? Over the last year, iā€™ve volunteered and/or been pulled into pilot or interim oversight programs in grants (Plurality Labs), Incentives (LTIPP) and Investment (GCP), alongside countless working groups for the Arbitrum DAO. What that experience has shown is that as an organisation (that is what the O in DAO stands for) we still struggle with institutional knowledge, communication and getting the basic structure needed to stand-up DAO programs.

So Iā€™m running to ensure we donā€™t lose momentum on the work started. GCP is the first of many investment / treasury related initiatives and entities that we need and we canā€™t keep reinventing the wheel, making the same mistakes and suffering needless delays. As an active delegate, I have a unique grasp on the DAOs goals, programs and stakeholders letting us cut through the noise, help others get things done and unlock the potential of these DAO controlled businesses to serve the greater vision of Arbitrum.

Iā€™m placing my chips on the following candidates:

  1. @coinflip: doesnā€™t need to many presentation, it is likely one of the best figure for oversight on behalf of the DAO in one of the most novel and important initiative we have spinned up in Arbitrum
  2. @DavidBolger: not only deal with gaming partnership, he is part of Offchain Labs. One of the biggest perk of this choice imho is that we get Offchain closes to our DAO activity
  3. @CJ.Bzdewka: his experience in private equity and him being part of governance of Treasure makes him the perfect candidate with the perfect mix of skillset.

Few notes: there are A LOT of good candidates here, was quite hard to nail down a choice and was only possible since I have followed closely these candidates. My main choices are about introducing the ā€œdaoā€ element in the GCP election, since the 2 already nominated (Andrew Green and Tim Chang) have strong Growth And Venture experience.

We have voted for @Immutablelawyer, @coinflip, and @thedevanshmehta. These three have demonstrated their usefulness and dedication to the DAO time and time again and were clear and easy decisions for us. We think there were a lot of great candidates, but figured with our relatively small voting power, to concentrate our votes to the three candidates who stood out the best in our opinion.

  • Reason: Mona El Isa has extensive experience in governance, having been involved in multiple DAO projects. Her background will help ensure that the GCP Council adheres to strong governance principles and maintains transparency.

  • Reason: The late president of USAā€™s expertise in business development and growth strategies will be crucial for expanding the reach and impact of the Gaming Catalyst Program. His insights will help in forming strategic partnerships and driving program success.
  1. Greg Canessa:
  • Reason: With a strong background in operations within the gaming industry, Greg Canessa can provide valuable operational insights and ensure that the program runs smoothly and efficiently. His experience will be vital for practical implementation and management.
  1. Sam Saliba [Venture Exp]:
  • Reason: Sam Salibaā€™s venture capital experience, particularly in the gaming sector, will be beneficial for advising on investment decisions and strategic direction. His knowledge will help in identifying promising projects and ensuring sound financial management.

The following reflects the views of L2BEATā€™s governance team, composed of @krst and @Sinkas, and itā€™s based on the combined research, fact-checking, and ideation of the two.

We have been following the GCP since its inception, and weā€™ve had extensive discussions with the GCP working group, delegates, members of the Foundation and Off-Chain Labs, and numerous other stakeholders in the Arbitrum ecosystem. We have developed a pretty strong understanding of the responsibilities the GCP council would have to carry out, as well as what kind of ā€˜profilesā€™ would best fit in such a council at this point in time.

After careful consideration and internal deliberation, weā€™ve decided to split our voting power between three applications covering 3 unique points of view and domains of expertise.

Coinflipcanada

Coinflip is very familiar with Arbitrumā€™s governance both in terms of current events as well as its history so far. Heā€™s been involved with almost all initiatives within the DAO to some degree, and heā€™s also been very involved in the GCP formulation, serving as a member of the interim council of the GCP. We believe he has the necessary skills and experience to provide the appropriate context for the GCP, but to also act as the liaison between the GCP Council and the DAO.

David Bolger

David is the Gaming Partnerships Lead at Offchain Labs, which puts him front and centre of any new developments happening in the gaming vertical within the Arbitrum ecosystem. With over 2 years of experience at Offchain, we are confident that David is aware of whatā€™s happening from the OCL side and, through his work, knows what it takes to build a game on Arbitrum - especially from a tech perspective. He will also help GCP to navigate around what projects would be the best fit for Arbitrum ecosystem and would be able to make the most of Arbitrum tech stack.

Karthik Raju

Karthik brings extensive knowledge of ventures, having served as a General Partner at Polychain Capital for a number of years. Polychain Capital was the Series A lead investor for Arbitrum, and Karthik also holds a board position in Arbitrum Foundation. We believe having that sort of expertise and alignment in the council is a good match in terms of securing long-term token holdersā€™ interests but also ensuring that any investment that GCP makes is a good fit within the broader Arbitrum project portfolio.

Beyond the council

On the occasion of the council elections, we saw an amazing set of applications coming in, and we believe itā€™s worth exploring ways in which everyone applying for the GCP could be somehow involved in itsā€™ work in the future. Perhaps the GCP Council could use them as some sort of an unofficial support group that would be aiding the main team when needed. Weā€™d like to see all those people remaining involved in some way or another, whether that is in the GCP specifically, or in general in other initiatives in Arbitrum DAO that require similar expertise.

  • David Belger: I believe that effective communication between the GCP and OFL is vital for the program, especially in the initial stages. It is important to ensure that spending is not overlapping between the two entities while minimizing friction when onboarding game studios. David is the best person for this as the Gaming Partnerships Lead at Offchain Labs.

  • Sam Saliba The Experience Sam has gained as an angel investor in tech, and crypto/Web3 makes him a good candidate for this domain.

  • Greg Canessa: Greg has engaged with several games and has practical gaming industry experience. His experience with several gaming projects will help the GCP cut out waste of time activities and focus on what is needed both in the short and long term.

  • Enric Pedro: Enricā€™s experience and track record in leading and scaling live games is an advantage for the GCP.

His proactive involvement in shaping the program from its inception provides him with a unique ability to navigate complex governance landscapes, ensuring a cohesive strategy between the GCP and the broader DAO.

After consideration Treasureā€™s Arbitrum Representative Council (ARC) would like to share the following reasoning on our GCP Council nominations

Before going into our picks, we want to highlight that the ARC has been grappling with how to deal with the weighting for this vote, and other election votes. We feel that the fractional approval voting system is fundamentally flawed and makes it hard for delegates to effectively indicate their preference for different candidates. The decision across how many candidates to split your vote fundamentally alters the outcomes of elections, and encourages tactical or last minute voting. None of which is optimal. In our opinion, a voting system that gives each delegate an equal vote for each individual candidate based on their voting power is the most fair (e.g. a simple x votes for x seats, ranked voting, etcetera). We are aware that Snapshot does not support the capability to apply other voting systems at this moment, but feel the need to throw this out there to see what other delegatesā€™ opinions are on the matter.

We have opted to place our vote on two candidates, splitting our delegated voting power 50/50:

  1. Sam Saliba (@sam). Sam has extensive experience and contacts in traditional gaming, a diverse angel investment portfolio in web3, and experience working with several web3 gaming companies. This shows that aside from his experience in gaming, he understands web3 and knows how to navigate it. At the same time, Sam has been a long-time user, player, builder, and investor within the Arbitrum gaming landscape since its onset in 2021. This perspective is invaluable to be able to appropriately represent both Arbitrum DAO and Arbitrum gamingā€™s interest.
  2. Enric PedrĆ³ (@aepac). Enric is the only candidate with proficiency in Player Engagement. He has experience in optimizing games and revenue in a science-based manner, by applying relevant player engagement and data-driven strategies; besides, also having experience in applying relevant game KPI metrics for user acquisition purposes. This experience can be used to help optimize games, but also in relation to creating independent research on relevant metrics. Furthermore, his experience in mobile gaming and in-game monetization is particularly relevant in regards to the current state and inherent financial nature of web3 gaming.
  3. Coinflipcanada (@coinflip). Coinflipcanada is also one of our three preferred council seats, which is a perspective that is evidently shared with other Arbitrum delegates. As a member of the GCP Interim Transparency Council and a well-known and respected delegate and actor within Arbitrum, we believe he would be a strong representative on the Governance side. Given the ARCā€™s conviction in @coinflip getting elected to the council regardless of our vote for him, we opted to place our voting towards our other two picks.

Without touching on the candidacy of all other candidates, we wanted to share a few more thoughts on our thought process:

  • Indexing for games experience on the council beyond just Arbitrum DAO and governance expertise in order to satisfy the councilā€™s oversight and fiduciary duties to ensure the GCP operates in accordance with the DAOā€™s best interests. In order to do so, the council members should have a deep understanding of web3 gaming as well as familiarity and experience with Arbitrum DAO.
  • Regarding the proficiency/mastery list, in general we do not agree fully on the importance of each of the domains and the need for all five to be represented. For instance, the makeup of the planned GCP Team comprises a General Counsel (legal), VP Finance (finance), and Program Director + Producer (operations) which meaningfully overlaps with the Operations Expert role. Given the scope of the GCPā€™s mandate of grants and investments to grow the share of builders and players within Arbitrum, having greater representation on games venture, player engagement, and growth and BD we felt is of the utmost importance.
  • Optimizing for new members to join the Arbitrum DAO roster of committees and councils to offer greater diversity and focus of time and energy to make the GCP as successful as possible.

Lastly, we would like to thank our fellow ARC members @CJ.Bzdewka and @thechaingamer.eth, and all other candidates more generally, for applying to this critical role as part of the GCP Council. It was a hard decision to come to, with so many great applications, which called for significant deliberation to determine both our voting approach as well as land at our final two selections.

We sincerely hope that many or all of the council nominations or applicants consider continuing to be involved within the GCP and Arbitrum gaming as a whole regardless of the outcome of this council election. We feel strongly that we can be even greater with your continued participation and engagement to truly make Arbitrum the home of web3 gaming.

    Reason: the +2 years of experience at Offchain make David Bolger a great candidate for this council. I believe that the GCP needs him to run this project as he is aware and updated on the developments in this domain.

    Reason: I think that Coinflip is the best candidate in the domain of governance thanks to his experience and involvement over time. His contribution to the shaping of the program allow him to have a detailed understanding of the GCP. I believe that his skills will be essential in the Council

  • Greg Canessa
    Reason: as he already has a lot of experience in the gaming industry, I believe that he can provide key insights in the operation domain, running the program strategically and focusing on what the DAO needs.

The votes are based mainly on experience and specific skills in three different domains allowing a balance within the Council.

I will be voting 1/3rd each for the following three council members:

  1. CoinflipCanada (Governance): I strongly believe at least one member of the Governance role should be in the council and I think Coinflip would be best qualified to do this. He has a ton of Arbitrum governance experience and by being part of the interim council will be the perfect person to transition to the full-time council role. As someone on the interim council myself, I saw firsthand how great Coinflip would be at this role and am confident in his abilities for a permanent position.

  2. Greg Canessa (Operations Expert): Has a ton of non-crypto gaming experience that I think would be really valuable to the council. While the Web 3.0 experience is limited, I think the makeup of the council matters here. Paired with the others in the council who have really good Web 3.0 experience I think they will be able to make it work flawlessly.

  3. David Bolger (Growth): For the purposes of an oversight committee, I think Davidā€™s experience and current role at Offchain Labā€™s is a perfect fit.
