In the Snatshot stage, there were no details about the events for 2024 in the proposal, so I voted against it. Now, it seems that the details have been added in the Tally stage, so I am now voting in favor!
The Arbitrum Research Development Collective [V1] has a proven role, so expanding [V2] should make sense. My only concern is that the onerous requirements will limit the creativity of council members. This question has been answered, and I think it is, as the lesser of two evils, and we need to continue to adjust our strategy as we develop. So I decided to support the proposal and vote for funded with 2.60M USDC + council.
I carefully reviewed the entire content, and I generally agree with the points made. Delegates indeed need to follow a certain code of conduct, especially those participating in DIP and receiving incentives. I donāt want to see a situation where someone benefits from the system but undermines it at the same time. It would be terrible if some Delegates kept receiving compensation from Arbitrum DAO but continuously opposed its collective decisions, both inside and outside the community. So I voted for!
I know Griff Green is a nice guy who are building Giveth. He is a technical expert who has made outstanding contributions to the development of the Arbitrum network. So I believe he can do this job perfectly!
I donāt think my concerns were solved by the new proposal version:
How will 15M ARB be swapped to stablecoins within 3 months? Will it be sold directly on CEXs or via OTC? Could this cause significant market volatility? Given the current liquidity shortage, 15M ARB represents a large selling pressure. If not handled properly, it could harm all ARB holders and the overall interests of Arbitrum DAO. Is there a detailed plan in place?
How can we ensure the security of funds during transfers and subsequent management? Will the ARB and ETH stay on-chain, or be moved to CEXs? If transferred to CEXs, maintaining full transparency will be challenging. What contingency plans are in place in case of a hack or theft?
The similar issues are widespread across Arbitrum DAO since ARB has dropped 70% over the past six months. I think they asked for providing reasonable compensation is understandable, but it may seem unfair to other teams facing similar situations. If the original reward was set in ARB, then I donāt think compensation is necessary, as the high volatility of early-stage tokens should be a common understanding among all Crypto practitioners.
Many great projects on Ethereum were born in hackathons. Supporting startup projects has always been something Iāve been involved in, and I believe it has long-term significance for the Arbitrum ecosystem. And Iāve deeply discussed this proposal with Daniel. Thatās why I fully support this proposal.
Researching why developers choose to build on Arbitrum, what attracts them, and what causes some to leave for other ecosystems is a crucial topic. This helps us understand what developers truly need and aids Arbitrum DAO in defining its future development path. And the budget is not too much. So I fully support this proposal.

I like this proposal but seem it wasnāt fully discussed in forum before it was submitted to Snpshot. Most of Delegateās questions are unanswered by writing including mine. So I vote for against right now.
