Introduction
Since the approval of the Rewarding Active Delegates (RAD) Program in the latest Snapshot Vote with a majority support of the DAO, regulations regarding RAD Participants’ behavior and expectations are in effect.
DAO Incentive Program Terms and Conditions
To this effect, please be reminded that the OpCo and the Program Manager reserve the right to suspend or ban any participant who does not meet the eligibility requirements or does not comply with the Terms and Conditions.
Context of the Program
A delegate is defined as a party with voting power that votes on proposals. Any action that installs or modifies software on Arbitrum One and Nova, any action that requires “chain owner” permissions, or any transfer of funds from the DAO’s treasury, has to be approved by the ArbitrumDAO in an on-chain vote.
These votes require a minimum level of participation (quorum), which is dynamic and increases with the total ARB supply. This leads to a dynamic where if ARB supply increases but doesn’t get delegated and participate in governance, it becomes increasingly difficult to achieve a quorum, which eventually will lead to a gridlock.
With this in mind, the core overarching goals that RAD is trying to achieve are:
- Increased active voting power. The total amount of active voting power is growing steadily over time.
- Reduce voter apathy. The share of active voting power compared to total delegated voting power is increasing over time.

As a reminder, each delegate who wishes to participate in the program must explicitly state their intent in this thread. Any delegate who submits their application after the 5th of each month will be considered for the following month, without prejudice to any justified exceptions that the OpCo or the Program Manager may consider.
- As a general exception for November, delegates will have one week until December 23rd, 2025, to apply in this thread.
- As a general exception for December, delegates will have until December 31, 2025, to apply in this thread.
As a final note, we rely on participants’ good faith regarding COI Disclosure and urge them to keep this information as up-to-date as possible so that, if a new conflict arises, the OpCo, the PM, and the DAO are aware of it.
Requirements for Rewards
As a reminder, for participants in the RAD to be eligible for receiving incentives for any given month, they must meet the requirements outlined in the original proposal, which are also outlined below:
Actionable requirements:
- They cast a vote on a proposal,
- They publicly post a rationale for their vote within 5 days of a proposal ending, either under the proposal’s thread or in their delegate communication thread, if they maintain one.
- As a special exception for proposals that took place between Nov 1 and Dec 11, delegates who cast their vote and met the requirements will retroactively receive rewards, regardless of whether they published their rationale.
Prior requirements:
- They meet the minimum voting power threshold for the respective proposal types (currently set at 200,000 voting power across all types, but subject to change in the future)
- They have cast votes in at least 75% of all proposals in a given month.
- They expressed interest in participating in the program and met the OpCo’s compliance requirements.
- They have the minimum voting power (specified in the budget).
- Sufficient votes (FOR/ABSTAIN/AGAINST) are cast to achieve the quorum target.
- The proposal follows the process outlined in the Arbitrum Constitution.
