[DIP v1.7] Delegate Incentive Program Results (October 2025)

DISCLAIMER

Before reviewing this report, please remember that all matters related to DIP Incentives fall outside the scope of this assessment. This includes forum discussions, proposals, and the votes themselves. As shown in the excluded threads (1, 2), as well as in the numerous calls organized around this topic, the level of DAO engagement has been high, meaning delegates already have incentives, organically, to debate matters related to their own incentives.

It is important to highlight that this has occurred despite the many precedents in which we have excluded any contribution, vote, or activity related to incentives for Delegates and Contributors. Combined with the potential biases or conflicts of interest, given that we are the PMs who have been involved since DIP 1.0, we believe this further reinforces the position that the program should not be incentivizing these types of discussions.

October Participants

For the 1.7 iteration of the program, 84 participants enrolled, 47 of whom met the base requirements to qualify.

Security Council Elections: Mandatory Voting

Please note that for October, we have added a special requirement to be eligible for the program: delegates must have voted in the Security Council Elections that concluded on November 3rd, 2025.

Delegates who didn’t vote on Security Council elections and won’t qualify for October incentives:

Snapshot Voting

During the month, there were a total of 3 Snapshot Votes, which were considered for the assignment of scores by SV. These are the proposals that were considered:

  1. Transfer 8,500 ETH from the Treasury to ATMC’s ETH Treasury Strategies

  2. [Constitutional] AIP: DVP Quorum

  3. AGV Council Compensation Calibration: Benchmark for Future Council Terms

Tally Voting

For this month, a total of 1 Tally Vote was considered for TV scoring. It is important to note that, historically, only proposals that concluded in the analyzed month were counted, but, considering that:

  • During this month, there was only one vote, which was originally expected to end in October but, due to the Late Quorum extension, concluded on November 1 (meaning that nearly all votes were cast in October).

  • We still do not have an approved framework for incentivizing November, so it would not make much sense to defer it to the following month.

We have therefore made an exception and included the following vote in the October assessment:

  1. Transfer 8,500 ETH from the Treasury to ATMC’s ETH Treasury Strategies

Presence in Discussion Multiplier

As approved in the Tally proposal, the Presence in Discussion parameter acts as a multiplier that measures the presence and participation of delegates throughout the month.

Of all the participating delegates, 26 were eligible to receive compensation.

Bonus Points

This month, Bonus Points were awarded to several delegates for their attendance at the call, as voted in v1.7.

Adding Bonus Points for delegates who attend the “Arbitrum Governance Report Call” (monthly) and the “Open Discussion of Proposal(s) - Bi-weekly Governance Call.”

  • For the monthly call, 1,25% BP will be awarded for attendance.

  • For the bi-weekly calls, 1.25% BP will be awarded for attending each call.

This month, there were 1 GRCs, and 2 bi-weekly calls took place as usual, with a maximum possible score of 3.75% as a result. In total, 26 delegates received Bonus Points for attending the Governance Calls.

This month, five delegates were awarded Bonus Points for their contributions to Arbitrum DAO:

[CALL TO ACTION!] Dispute Period

As stated in the proposal, delegates have a timeframe of 4 days to dispute only objective parameters as call attendances and votes.

To raise a dispute, delegates should do so by posting a message in the forum using the following template:
